Job Title: Procurement Specialist - Contract Management
About the Role:
This is a challenging opportunity for a skilled Procurement Specialist to join our team at Halton Region. As a key member of our Supply Chain Management department, you will play a critical role in ensuring the successful management of contracts and procurement activities.
Key Responsibilities:
- Manage a portfolio of contracts, including contract extensions, change orders, negotiations, and performance issue resolution;
- Prepare reports on contract spend and analyze results to make recommendations;
- Research best practices and develop recommendations for procurement policies and procedures;
- Conduct market research, benchmark pricing, and report on statistics and trends to support decision-making;
- Liaise with internal staff and vendors to perform procurement duties;
- Advise program staff and team members on procurement matters related to contract management and governance;
- Ensure compliance with the Procurement By-Law and related policies and procedures;
- Lead assigned procurements as required.
Requirements:
- Bachelor's degree or diploma in Business, Supply Chain Management, or equivalent;
- Three to five years of progressive experience in financial analysis, reporting, procurement, and contract management;
- Certification from a Procurement or Supply Chain Program (OPBA, NIGP, SCMA) is an asset;
- Strong communication skills, attention to detail, ability to manage multiple priorities, and ability to interpret financial and non-financial information;
- Experience with process design, procedure development, and negotiation;
- Sound background in supply chain policies and practices in a government environment;
- Knowledge of Federal/Provincial legislation/regulations/trade agreements and policies affecting program delivery of municipal activities.
Estimated Salary Range:
$80,000 - $110,000 per year, depending on experience.
