Policy Manager

The Government of Alberta is seeking a seasoned Policy Manager to provide strategic support, policy development, and advice to the Field Services sector, Program and System Support Division, and senior leaders as required.

Key Responsibilities
  • Develop operational and program policy for Field Services-related programs and initiatives, ensuring alignment with ministry priorities.
  • Coordinate skills-related policy discussions within the branch, sector, division, and where necessary, across divisions, fostering a collaborative environment.
  • Develop policy manuals and guidelines, and provide workshops and one-on-one consultation and coaching for sector staff on policy development, GoA policy approvals, and decision-making processes.
  • Support branch and sector staff in understanding legislation, policies, and procedures, and related requirements through communications and coordination of regular internal meetings.
  • Provide advice, consultation, and coordination on policy and legislative processes by applying a holistic picture of strategic and program policy and business operations to ensure policy initiatives and legislative plans are integrated and coordinated with ministry priorities.
  • Write and develop cabinet memos, briefings, and associated materials, ensuring accuracy, comprehensiveness, and consistency.
  • Work with department program areas to identify, develop, and coordinate briefings, background documents, correspondence, and recommendations for consideration by senior leaders and officials.
  • Analyze and review issues and related information to ensure briefings are comprehensive and have the appropriate information to enable strategic decisions to be made about initiatives.
  • Develop integrated policy processes to ensure that policy proposals are consistent, mutually reinforcing, and support business plan goals.
  • Evaluate policy development initiatives by determining the adequacy of their objectives and acquiring feedback from peers on the effectiveness of integrated policy.
  • Provide strategic advice to sector staff on advancing initiatives through the government decision-making process.
Leadership and Development
  • Coach and mentor Policy Analyst, fostering an environment where goals and achievements are celebrated, and failures are used to build critical thinking and stronger analytic and critical thinking skills.
