Property Compliance Inspector

Main Responsibilities
The Property Compliance Inspector is a key role within the Development Services, Building & Licensing team at the City of Vancouver. This position is responsible for leading complex interdepartmental investigations and compliance strategies, focusing on residential and commercial sites across the city. The incumbent will work closely with various stakeholders to ensure by-law compliance and provide education to the public on relevant by-laws.
Key Duties and Responsibilities
- Conduct thorough inspections of residential and commercial properties to ensure compliance with zoning and development by-laws, health by-laws, noise by-laws, sign by-laws, untidy premises by-laws, standards of maintenance by-laws, and license by-laws.
- Develop and implement compliance strategies for complex non-compliant properties, working closely with property owners and stakeholders to achieve compliance.
- Provide education and guidance to the public on by-law compliance, offering solutions and support to help property owners meet regulatory requirements.
- Exercise sound judgment and apply discretionary thinking to interpret and apply various by-laws, escalating complex issues to supervisors as needed.
- Prepare detailed reports on inspections, using MS Word and Excel, and update information and records in POSSE and other relevant systems.
- Utilize a risk-informed approach to identify and prioritize complex non-compliant properties, working collaboratively with team members to develop effective solutions.
- Consult with stakeholders, including contractors, homeowners, and business representatives, to discuss existing infractions and methods of correction.
- Conduct follow-up inspections to ensure compliance and provide feedback to property owners.
- Provide evidence in court cases involving by-law violations, working closely with legal teams to ensure effective representation.
- Prepare sketches and drawings as required to support compliance with relevant by-laws.
- Develop presentations for monthly meetings, providing updates on compliance initiatives and progress.
- Oversee special projects and tasks as assigned, working collaboratively with team members to achieve goals.
- Coordinate with staff from other City departments to ensure effective communication and collaboration.
Qualifications
The successful candidate will possess a high school diploma, preferably supplemented by technical courses related to zoning by-laws and building construction. A diploma in Architectural and Building Technology from a recognized institution is preferred. Considerable experience in the building trades or property use inspection, or an equivalent combination of training and experience, is required.
Knowledge, Skills, and Abilities
The Property Compliance Inspector must have thorough knowledge of applicable sections of the Zoning and Development, Noise, Health, Sign, Untidy Premises, Standards of Maintenance, and License by-laws, as well as relevant regulations and policies. The incumbent must also possess considerable knowledge of building, electrical, fire, plumbing, and gas by-laws, as well as experience with City computer systems, including MS Office, POSSE, PRISM Sequel, Amanda, and Lagan. The ability to work outside in all types of weather, walk long distances, and climb stairs is essential. The successful candidate must also be able to read and interpret sketches, building, and development plans, as well as take various noise measurements and document infractions. Sound judgment, discretion, and the ability to exercise high organizational and political sensitivity are also required. The Property Compliance Inspector must be able to communicate effectively with stakeholders, establish and maintain effective working relationships, and make sound decisions regarding property use and compliance with by-laws.
