Property Compliance Specialist

Main Responsibilities:
The Property Compliance Inspector plays a crucial role in ensuring the City of Vancouver maintains its high standard of living and environmental sustainability. Reporting to the Manager, Proactive Enforcement, this position is responsible for leading complex interdepartmental investigations and compliance strategies on residential and commercial sites across the City.
Key Duties and Responsibilities:
- Inspect residential and commercial properties for compliance with relevant by-laws, including Zoning and Development, Health, Noise, Sign, Untidy Premises, and Standards of Maintenance.
- Develop and implement compliance strategies for non-compliant properties, encouraging adherence to by-laws and offering solutions within the framework of the laws.
- Interact with the public, contractors, and business representatives to discuss existing infractions and methods of correcting these.
- Prepare detailed reports on inspections, retrieve and update information in POSSE, and recommend corrective action where infractions are observed.
- Use a risk-informed approach to identify and prioritize complex non-compliant properties, consulting with team members before making recommendations.
- Conduct follow-up inspections to determine if infractions have been corrected, and provide evidence in court cases involving by-law violations.
- Prepare sketches and presentations as required to support compliance with by-laws.
- Oversee special projects, tasks, and coordinate with staff from other City departments.
Requirements:
- High school graduation required, with technical courses related to zoning by-laws and building construction preferred.
- Diploma in Architectural and Building Technology from a recognized institution is a plus.
- Considerable experience in the building trades or property use inspection, or an equivalent combination of training and experience.
- Thorough knowledge of applicable by-laws and regulations, including Zoning and Development, Noise, Health, Sign, Untidy Premises, and Standards of Maintenance.
- Experience with City computer systems, including MS Office, POSSE, and PRISM Sequel, is an asset.
- Ability to work outside in all types of weather, walk long distances, and climb stairs.
- Ability to read and interpret sketches, building and development plans, and take noise measurements.
- Ability to exercise sound judgment, apply discretionary thinking, and demonstrate corporate and professional maturity.
