Job Summary

The Contract and Security Administrator for the Water and Wastewater Section is responsible for reviewing, amending, and administering annual contracts for the section. This includes supervising student lawn maintenance activities, preparing authorizations and approvals for contract and bid awards, and monitoring and supervising maintenance projects within the water and wastewater section.

Responsibilities

  • Reviews, amends, and administers annual contracts for the Water and Wastewater Section, including supervising student lawn maintenance activities.
  • Prepares authorizations and approvals for contract and bid awards.
  • Monitors and supervises maintenance projects within the water and wastewater section.
  • Plans work order activities related to contracted services.
  • Audits and prepares amendments to the annual contracts for the water and wastewater section operations and maintenance departments, including contracts for chemicals, services, and inspections.
  • Maintains a detailed daily work diary that will be retained for 5 years for reference in the event of litigation.
  • Monitors expenditures, unit costs, and productivity within the contract to meet pre-established standards and takes corrective action when necessary.
  • Determines and assigns materials, equipment, and tools that may be required for work assignments and ensures their return at the end of the day.
  • Monitors repairs undertaken by contractors' employees.
  • Approves weekly/monthly activity records consisting of labour, equipment, and material charges.
  • Prepares bi-weekly progress reports for the Maintenance Support Services Manager, bringing to attention deficiencies, delays, design changes, or substitution of components.
  • Responds to emergencies, complaints, and requests for service and takes necessary action.
  • Prepares, in consultation with the Managers of Water or Wastewater Operations, contingency plans in the event of an adverse effect/incident as a result of work.
  • Inspects the Automatic Vehicle Locator program (AVL) and generates reports for Managers for Security Incident Investigations.

Security Coordination & Administration

  • Performs project management for security capital projects and upgrades to existing infrastructure.
  • Coordinates with inter-departmental teams for security and access control to W&WW facilities.
  • Participates in quarterly meetings to review the security programs, systems, and practices at all Region of Niagara Water and Wastewater facilities, properties, and operations on an annual basis as per section 3.4 of the Security Procedures Manual.
  • Submits an annual report to the Director of Water and Wastewater Services. The committee shall review the procedures in the Security Manual annually and make recommendations regarding areas of concern.
  • Plans and designs physical security systems that meet or exceed technical security standards and develops detailed scope of work with budgetary cost estimates to be obtained through Niagara Region procurement practices and contract administration.
  • Actively participates on internal and external committees that develop and execute best practices in the field of technical and physical security infrastructure.
  • Stays up-to-date on international/national technical standards and guidelines pertaining to the field of security in critical infrastructure.
  • Manages the distribution and return of corporate properties that are used as access control devices and equipment.
  • Provides training on security procedures and practices to staff and contractors.
  • Reviews technological advancements of current or existing security programs and equipment to improve efficiency and corporate standardization.
  • Oversees the Perimeter Security of W&WW treatment plants and remote facilities and enforces corporate policies related to security procedures and standards.
  • Maintains and manages security applications in Video Management and intrusion detection systems used in operational facilities.

Requirements

  • Must have the use of a personal vehicle and hold and maintain a valid driver's license.
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
