Job Summary:

The Government of Saskatchewan seeks a highly skilled Senior Financial Policy Analyst to join the Early Years Branch. This position provides leadership and direction to the education, early years, library, and literacy sectors. The successful candidate will have extensive knowledge of financial and accounting principles, practices, and standards.

Key Responsibilities:

  • Design and conduct research, analysis, and evaluation of issues related to funding and financing early learning and child care facilities, programs, and services.
  • Develop strategies and options to address or resolve complex financial policy issues, providing recommendations to decision makers.
  • Research current financial, accounting, and reporting standards to determine requirements and application of financing, internal control, and reporting standards to early learning and child care.
  • Develop and maintain financial and operational information, analyzing the information to continually improve funding methodologies and determine financial requirements for existing and developing programs.
  • Oversee the implementation and administration of contracts and agreements with third parties.
  • Develop methodologies and lead full costing and budget development for the annual program requirements, and for the long-term development and implementation of Saskatchewan's Action Plan for early learning and child care.
  • Develop internal control systems and budgeting and cost control systems, leading branch staff and other ministry staff in the implementation of these systems.
  • Regularly monitor forecast expenditures and cash flow, including establishment of and monitoring of accruals.
  • Prepare briefing material, presentations, research reports, and discussion papers on financial policy issues.

Requirements:

  • Extensive knowledge of financial and accounting principles, practices, and standards.
  • Demonstrated ability to use that knowledge to clearly define problems, analyze trends, and issues, and identify and develop policy options and solutions.
  • Excellent communication, leadership, and project management skills.
  • Ability to plan, organize, and accomplish multiple, complex tasks and projects with competing deadlines.

Education and Experience:

An undergraduate degree in Commerce or Business Administration and a Chartered Professional Accountant (CPA) designation, along with several years of relevant experience. Knowledge of and experience with a human services ministry, organization, or agency will be considered an asset.
