About the Role

Metrolinx is a leading transportation agency in the Greater Golden Horseshoe region, connecting communities through its GO Transit and UP Express services, as well as the PRESTO fare payment system. We are committed to building a more efficient and sustainable transportation network, and we need a skilled professional to lead our cost control efforts.

Key Responsibilities
  • Develop and implement cost control systems, operational procedures, and reporting systems to ensure accurate financial reporting and forecasting for capital projects.
  • Establish financial and performance metrics, and present performance measures and financial information to senior management and Metrolinx Finance services.
  • Develop and implement risk management strategies and controls to mitigate financial risk and exposure on capital projects.
  • Manage and lead continuous cost reporting, analyzing budget, commitments, forecast, trends, variances, progress, performance, risk, and opportunity.
  • Monitor costs against approved budgets, schedules, and contractual deliverables, and analyze statistical and trends data.
  • Lead and inspire finance staff to drive results, and build their skills to ensure continued success.
  • Collaborate with embedded finance teams to ensure delivery of a cohesive financial vision for the division.
  • Review and audit non-contract costs, labour, and expense reports, and submit adjustments to corporate Finance.
  • Provide financial analysis, expertise, and advice to senior management and project teams on project expenses and fiscal matters.
Requirements
  • Completion of a degree in Business Administration, Engineering, or Accounting, or a related discipline.
  • Demonstrated years of progressive experience leading financial accounting and reporting functions, with a strong focus on managing capital projects and cost control.
  • A recognized accounting designation (CA/CPA) is considered an asset.
  • Experience in accounting, financial analysis, controllership, risk management, and reporting principles and practices in large, complex environments.
  • Knowledge of Human Resources legislation, and experience in managing and directing employees and contractors.
  • Experience building and leading finance teams, and identifying development opportunities for staff.
  • Quality assurance principles and practices, and audit processes to analyze financial data and formulate conclusions and recommendations.
  • Influencing skills to convince senior management, colleagues, clients, and vendors of the need to adhere to financial/cost control processes.
  • Change implementation experience, providing financial and process guidance while driving process improvements amongst business leaders.
  • Analytical and problem-solving skills to conduct complex financial analysis, assessment, and evaluation of financial reporting activities.
  • Governance and accountability, quality management systems, and risk mitigation strategies to identify and address risks, issues, and accounting implications.
  • Proficiency in MS Office and other financial software tools and applications.
  • Interpersonal and oral/written/presentation skills to represent the Finance Division in dealing with financial payment and invoice inquiries, and resolving problems.
