This position directs and manages project management staff responsible for delivering Engineering and Construction services for the implementation of water distribution, storage and pumping works, wastewater collection works, and transportation system improvements. The successful candidate will ensure state of good repair is maintained and accommodate the growing needs of Halton Region and its residents.

Duties & Responsibilities
  • Ensure all projects are delivered within expected timelines and in accordance with applicable regulations, legislation, and Regional policy and by-laws.
  • Respond to political and public inquiries related to the managed program.
  • Collaborate with operating and maintenance divisions and other departments to ensure effective project delivery.
  • Review and oversee the tendering and awarding of Capital Projects and provide status reports.
  • Coordinate infrastructure design & construction with local municipal road programs.
  • Ensure consultants and contractors are effectively managed to achieve deliverables.
  • Ensure all project information is accurate and maintained in compliance with reporting requirements.
  • Develop, review, and update engineering standards, procedures, and practices pertaining to the delivery of capital infrastructure projects.
  • Oversee and mentor engineers in training and junior engineers to foster career development and growth.
  • Provide coaching, development opportunities, and team leadership to a diverse group of staff including professional engineers and technical staff.
Skills & Qualifications
  • Post-secondary education in Civil Engineering or a related discipline.
  • Minimum ten years of progressive management experience in the delivery of major capital works programs.
  • Licensed Professional Engineer (P. Eng) and valid membership with the Professional Engineers of Ontario to act as certifying engineer of record.
  • Experience in a municipal environment with an understanding of regulations related to the design and construction of Water, Wastewater, and Transportation infrastructure.
  • Experience in delivering large capital projects, environmental assessment process, and financing of capital infrastructure.
  • Demonstrated experience in program management and providing collaborative leadership to teams in an environment promoting best practices and continuous improvement.
  • Excellent judgment, negotiation, decision-making, and customer facilitation skills essential for interactions with members of the public, senior management, council, and external agencies.
  • Demonstrated leadership, strategic thinking, problem-solving, exceptional communication skills, and budget management.
Working/Employment Conditions

Travel required; incumbent must provide own transportation.

Incumbent required to provide driver's license and P.Eng license number upon employment.
