The Learning and Development Specialist plays a crucial role in providing and facilitating educational opportunities for the personnel within the Winnipeg Regional Health Authority. This individual will collaborate with various teams and departments to establish a comprehensive learning framework and effective delivery methods that cater to the diverse and intricate needs of the organization, including essential training components and innovative educational initiatives.

This role is designed to support all service sectors and locations, with the overarching aim of fostering a culture of continuous learning that enhances the quality of care and services provided to individuals in our facilities. The chosen candidate will engage closely with leadership and departmental groups to evaluate staff training requirements, prioritize, strategize, implement, and assess educational programs.

Responsibilities:

  • Adhere to all established health and safety protocols, policies, and procedures, ensuring a safe working environment.
  • Report any incidents, injuries, or safety concerns to management promptly.

Working Hours: Standard hours of operation
Compensation: As per the established salary framework
Note: This position serves multiple sites, and assignments may change based on operational needs.

Qualifications

Education and Experience:

  • A Bachelor's degree in Education, Human Resources, Organizational Development, or a related discipline is required.
  • Certification in Adult Education or an equivalent qualification.
  • A combination of relevant education and experience will be considered.
  • A minimum of five years of recent experience in adult education and/or organizational development, with a focus on planning, executing, and evaluating related programs.
  • Proven experience in process enhancement, project management, and group facilitation.
  • Experience in developing and managing e-learning platforms and content is preferred.

Skills and Abilities:

  • Proficient in both French and English, with strong oral and written communication skills.
  • Ability to design, implement, and assess effective staff development initiatives.
  • Capable of working independently and collaboratively with a diverse range of individuals across the organization.
  • Skilled in managing competing priorities and deadlines while addressing sensitive situations effectively.
  • Represent the Winnipeg Regional Health Authority positively when engaging with external partners, embodying the organization's values and mission.
  • Maintain a satisfactory employment record, including a current Criminal Record Check and relevant driving credentials.

Knowledge:

  • Familiarity with contemporary adult learning theories and training methodologies.
  • Understanding of the Winnipeg Regional Health Authority's Vision, Mission, and Values.
  • Awareness of mandatory training requirements and standards relevant to the sector.
  • Knowledge of person-centered care principles and practices.
  • Understanding of human resource management practices and workplace safety regulations.

This position requires bilingual proficiency in French and English. Employees may hold multiple roles across different facilities, provided the total hours do not exceed full-time equivalence.
