Job Summary:
We are seeking a highly skilled Senior Transportation Engineer Leader to join our team. As a key member of our organization, you will be responsible for leading the transportation engineering portfolio, overseeing the review of plans for subdivisions and other developments, and providing policy advice to our leadership team and clients.
Key Responsibilities:
- Lead the transportation engineering section, including authority for training, performance assessment, discipline, and maintenance of safe work practices.
- Prepare and maintain detailed operating and capital needs and budgets for development engineering.
- Develop, recommend, and implement policies and procedures for transportation engineering, ensuring compliance with Municipal servicing plans, standards, and specifications.
- Establish and maintain effective communication and coordination with other departments in the Municipality, as well as external agencies.
- Review and direct the reviews by staff of plans and designs submitted with applications for subdivisions, rezoning, development permits, and building permits.
- Ensure that all legal and other provisions are in place prior to issuance of development permits.
- Respond to inquiries and complaints from the public during or following development, providing information on suitability of properties for redevelopment under present zoning.
- Oversee inspection work completed by developers to ensure adherence to approved designs and standards.
- Make decisions on related legislation, policies, guidelines, and procedures, ensuring conformance with codes and bylaws.
- Participate in complex negotiations and problem-solving, providing advice and guidance on regulatory matters.
- Provide policy advice to the Municipal Engineer, leadership team, and Council.
- Communicate directly with Council on development issues, attending meetings as required.
- Plan and coordinate the Departments annual work program and budget, assisting in the development of long-term corporate plans.
- Recruit key employees to the department, representing the City in employee grievances and submitting confidential reports.
Requirements:
Education and Experience:
A University degree in Civil or Structural Engineering, plus a minimum of five years of municipal-related engineering experience at a supervisory level or higher in the field of transportation/traffic operations and design.
Knowledge, Skills, and Abilities:
- Thorough knowledge of building codes and applicable bylaws, modern building materials, and local soil and climatic conditions.
- Expertise in municipal administration, procedures, and legislative frameworks.
- Strong time management and cost containment skills, with ability to recognize, evaluate, and assign resources.
- Considerable knowledge of business plan preparation and interpersonal communication skills.
- Ability to establish and maintain effective working relationships, provide leadership, and motivate staff.
Licenses and Certificates:
Registration or eligibility for registration as a Professional Engineer with APEGBC and a valid Class 5 BC Driver's License.
Estimated Salary:$120,000 - $150,000 per year
