About This Role

We are seeking an experienced Procurement and Contract Management Specialist to join our team. As a key member of our procurement department, you will be responsible for ensuring the effective estimation of costs, selection, negotiation, and management of suppliers and subcontractors to meet program requirements in line with CAE's commercial practices while mitigating CAE's risk.

The ideal candidate will have prior experience (5-10 years) in Project Management, Project Engineering, Proposal Solutions Management, or Contracts Management. A University degree in Engineering, Legal, or Business Administration is required. Strong knowledge and experience in international purchasing practices, contracts, and dispute resolution are essential.

Key Responsibilities:

  • Cultivate potential supplier relationships, prepare, issue, and follow-up precise Request for Quotations (RFQ) for large and complex subcontract programs.
  • Work closely with bids and proposals teams to establish subcontracting strategies, estimate procurement costs for OEMs and major subcontractors, and evaluate risks.
  • Establish competitive procurement solutions and lead make-buy options, maintaining a competitive landscape with respect to DP&E procurement.
  • Lead commercial evaluations of subcontractors' proposals with multi-disciplinary teams, comprising specialists from engineering, software, project management, as applicable.
  • Negotiate subcontract agreements within technical scope, schedule, and budget allocation, including flow-down of specific Program Terms and Conditions (SOW and T&Cs).
  • Draft subcontract agreements according to company commercial guidelines, which may include complex licensing arrangements.
  • Monitor subcontractors' progress and performance to ensure timely and complete delivery of procured goods and services, conforming to technical and commercial requirements.
  • Exercise state remedies where subcontractor performance is deficient and lead disputes resolution in a timely manner.
  • Collaborate with Global Strategic Sourcing teams to develop and implement improvement opportunities supporting organizational goals and strategies.
  • Manage budgets and provide reports to Senior Management.

Our Ideal Candidate:

  • Has prior experience in Project Management, Project Engineering, Proposal Solutions Management, or Contracts Management.
  • Possesses a University degree in Engineering, Legal, or Business Administration.
  • Has strong knowledge and experience in international purchasing practices, contracts, and dispute resolution.
  • Experience negotiating with sole-source suppliers and dealing with major aerospace OEMs is an asset.
  • Knowledge of aerospace simulation industry and a strong technical background with experience in Software.
  • Able to work under operational pressure and short deadlines is mandatory.
  • Will to travel and flexible schedule are required.
  • Good organizational skills and ability to work self-directed, prioritizing tasks to meet deadlines.
  • Excellent interpersonal skills to work with diverse groups of individuals and disciplines.
  • A highly motivated, self-managed individual able to work with little direct oversight.
  • Excellent verbal and written communication skills.
  • Familiarity with standard procurement tools (ERP system) is an asset.
