Job Title: Senior Manager, Payment Risk

BMO is seeking a Senior Manager, Payment Risk to join our Enterprise Risk Group. As a key member of our team, you will be responsible for providing oversight, monitoring, and reporting on operational risks for a designated portfolio.

Key Responsibilities:
  • Develop and monitor the operational management framework, including governance frameworks and practices.
  • Provide policies, standards, methodologies, and controls to increase transparency, accuracy, and consistency across groups.
  • Work with stakeholders to implement the methodology, metrics, and program standards for the assigned portfolio.
  • Foster a culture aligned to BMO's purpose, values, and strategy.
  • Ensure alignment between values and behavior that fosters diversity and inclusion.
  • Regularly connect work to BMO's purpose, set inspirational goals, define clear expected outcomes, and ensure clear accountability for follow-through.

  • Interpret new regulations and assess impacts to the governance framework.
  • Develop reports on the status of the governance program or framework components to various internal & external stakeholder audiences.
  • Influence and negotiate to achieve business objectives.
  • Identify emerging issues and trends to inform decision-making.
  • Recommend business priorities, advise on resource requirements, and develop a roadmap for strategic execution.
  • Manage resources and lead the execution of strategic initiatives to deliver on business and financial goals.
  • Measure the effectiveness of the risk governance system and framework; recommend changes as required.
  • Conduct independent analysis and assessment to resolve strategic issues.
  • Lead the development and maintenance of the governance system and framework.
  • Act as the prime subject matter expert for internal/external stakeholders.
  • Represent the model validation program/portfolio for internal/external regulatory audits and/or examinations.
  • Ensure alignment between stakeholders.
  • Design and produce regular and ad-hoc reports, and dashboards.
  • Develop and manage comprehensive information management systems; design and/or lead initiatives to improve processes, analysis, and reporting.
  • Define business requirements for analytics & reporting to ensure data insights inform business decision-making.
  • Lead change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation, and sustainment of initiatives.
  • Lead the development of the communication strategy focusing on positively influencing or changing behavior.
  • Lead the execution of operational programs; assess and adapt as needed to ensure quality of execution.
  • Manage the review and sign-off process for relevant regulatory reporting.
  • Lead and integrate the monitoring, measurement, and reporting on the status of the operational risk governance program to internal & external stakeholders.
  • Lead the management of governance meetings and maintenance of governing body mandates, oversight, and approval guidelines.
  • May provide specialized support for other internal and external regulatory requirements.
  • Provide input into the planning and implementation of ongoing operational programs in support of the operational risk framework.
  • Lead/participate in the design, implementation, and management of core business/group processes.
  • Administer and maintain operational risk program activities in adherence to all policies, procedures, and established processes.
  • Identify potential risk situations/impacts, and make recommendations or escalate to the manager, as per guidelines.
  • Develop and maintain in-depth knowledge of business and related risk management requirements and legislative/regulatory directives and guidance.
  • Build effective relationships with internal/external stakeholders, e.g., business stakeholders and Corporate Support Areas (CSAs), in providing 'second-line-of-defense' operational risk management support.
  • Analyze data and information to provide insights and recommendations; includes identification of risk impacts for new processes and workflows related to initiatives.
  • Monitor and track performance; address any issues.
  • Coordinate and monitor the review and sign-off of attestations and reporting.
  • Maintain tools and templates for operational risk programs (e.g., Risk Control Self-Assessment (RCSA), Sarbanes-Oxley (SOX) or regulatory compliance), as required.
  • Operate at a group/enterprise-wide level and serve as a specialist resource to senior leaders and stakeholders.
  • Apply expertise and think creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
  • Implement changes in response to shifting trends.
  • Broad work or accountabilities may be assigned as needed.
Qualifications:
  • Typically 7+ years of relevant experience and post-secondary degree in a related field of study or an equivalent combination of education and experience.
  • In-depth/expert knowledge of operational risk management practices.
  • In-depth/expert knowledge of the designated business/product portfolio.
  • In-depth/expert knowledge of regulatory requirements.
  • In-depth/expert knowledge of quantitative techniques and economic capital methodologies.
  • In-depth/expert knowledge and experience with risk policy frameworks; quality control/testing frameworks.
  • Seasoned professional with a combination of education, experience, and industry knowledge.
  • Verbal & written communication skills - In-depth/Expert.
