Senior Financial Policy Analyst

The Government of Saskatchewan is seeking a highly skilled and experienced Senior Financial Policy Analyst to join the Ministry of Education's Early Years Branch. As a key member of the team, you will provide leadership and direction in the development and implementation of financial policies and strategies for the early learning and child care sector.
Key Responsibilities- Financial Policy Development: Design and conduct research, analysis, and evaluation of financial issues related to early learning and child care facilities, programs, and services.
- Strategic Planning: Develop strategies and options to address or resolve complex financial policy issues, providing recommendations to decision makers.
- Financial Research: Research current financial, accounting, and reporting standards to determine requirements and application of financing, internal control, and reporting standards to early learning and child care.
- Financial Analysis: Develop and maintain financial and operational information, analyzing the information to continually improve funding methodologies and determine financial requirements for existing and developing programs.
- Contract Management: Oversee the implementation and administration of contracts and agreements with third parties.
- Budget Development: Develop methodologies and lead full costing and budget development for the annual program requirements, and for the long-term development and implementation of Saskatchewan's Action Plan for early learning and child care.
- Internal Control Systems: Develop internal control systems and budgeting and cost control systems, leading branch staff and other ministry staff in the implementation of these systems.
- Financial Monitoring: Regularly monitor forecast expenditures and cash flow, including establishment of and monitoring of accruals.
- Reporting and Communication: Prepare briefing material, presentations, research reports, and discussion papers on financial policy issues.
To be successful in this role, you will require:
- Extensive knowledge of financial and accounting principles, practices, and standards.
- Demonstrated ability to use that knowledge to clearly define problems, analyze trends and issues, and identify and develop policy options and solutions.
- Excellent communication, leadership, and project management skills to develop relationships with key stakeholders, branch, and ministry teams.
- Detail-oriented and resilient with the ability to plan, organize, and accomplish multiple, complex tasks and projects with competing deadlines.
Typically, the knowledge and experience required for success in this role would be obtained through a combination of an undergraduate degree in Commerce or Business Administration and a Chartered Professional Accountant (CPA) designation along with several years of relevant experience. Knowledge of and experience with a human services ministry, organization, or agency will be considered an asset.
