Position Overview: This role is designated for a Policy Analyst to provide support for the Part 810 Program within the National Nuclear Security Administration (NNSA) Office of Nonproliferation Policy (NA-244). The Part 810 Program is responsible for enforcing 10 CFR Part 810, which outlines the Department of Energy (DOE)'s legal obligation to authorize the transfer of unclassified nuclear technology and assistance to foreign atomic energy initiatives both domestically and internationally.
Key Responsibilities:
- Facilitate the execution of 10 CFR Part 810 by evaluating authorization requests, engaging in briefings and outreach with the civil nuclear sector, and collaborating with subject matter experts.
- Lead interactions with stakeholders across the DOE/NNSA network and interagency to ensure alignment on pertinent policies and procedures concerning nuclear software regulation.
- Assist in developing policy stances related to the governance of nuclear software.
- Represent Part 810 interests in extensive interagency policy discussions and written communications.
- Conduct Freedom of Information Act (FOIA) assessments to support requests pertinent to the program.
- Coordinate, consolidate, and synthesize input from technical and subject matter experts into coherent and balanced documentation and policies to aid programmatic decision-making.
- Support the creation and upkeep of program knowledge retention and documentation processes.
- Perform independent research, gather information from diverse sources, and engage partners as necessary to devise innovative solutions to complex challenges.
Minimum Qualifications:
- Master's Degree in a relevant field or 3 years of pertinent work experience.
- Exceptional written communication skills and meticulous attention to detail.
- Strong organizational abilities and capacity to manage multiple tasks simultaneously.
- Prior experience in formulating policy recommendations.
- Demonstrated interest in national security and nonproliferation.
- Possession of a Q-clearance or the capability to obtain one.
- Authorization for Sensitive Compartmented Information (SCI) access or the ability to secure it.
- This is a full-time position with a combination of telework and in-office requirements.
Preferred Knowledge, Skills, and Abilities:
- PhD in a relevant discipline or 5 years of applicable work experience.
- Familiarity with various nuclear modeling software.
- Previous experience within the DOE/NNSA framework.
- Experience in regulatory and/or export control environments.
- Prior involvement in conducting FOIA assessments.
Work Environment: This is a full-time position located in Washington, DC. Telework options are available, requiring in-office presence at least three days a week based on the frequency of in-person meetings and office requirements.
Compensation and Benefits: Salaries are determined based on various factors, including external market data, internal equity, and the candidate's relevant knowledge, skills, and abilities.
