Director of Community Health Services

About the Role
The Director of Community Health Services will play a critical role in the development and implementation of health services and programs at AVI Health and Community Services. This position will be responsible for ensuring that health services and programs are delivered in line with the agency's mission, vision, and values.
Key Responsibilities
- Collaborate with the AVI Clinical Director, the CHC Nurse Manager, and the CHC Medical Director to ensure effective and safe operations of the Community Health Centre
- Ensure delivery of the project is consistent with relevant funding agreements and in compliance with regulatory frameworks and agency policies
- Manage statistical and program information, and review other staff's statistics and program information and ensure it is submitted to funders on time
- Develop, implement, and maintain administrative and operational policies and procedures
- Model a high degree of cultural competency to staff, including ensuring services are culturally sensitive and incorporate Indigenous knowledge, practices, and approaches to healing and wellness
- Support staff through regular one-on-one meetings, mentoring, feedback, and skills development
- Manage staff recruitment, orientation, training, and performance supervision according to work rules, regulations, and collective agreements
- Contribute to mentorship and modeling of practice for staff that is in line with principles of social justice, harm reduction, trauma-informed care, and cultural humility
- Identify, mitigate, and monitor risks in the delivery of services
- Manage critical incident responses to ensure the safety of participants, staff, and the community
- Collaborate with Nurse Manager and other leadership roles to schedule, coordinate, and facilitate staff meetings and trainings
- Act as the Privacy Officer for the CHC
- Develop and maintain relationships with community partners and other stakeholders, including participating in relevant internal and external committees
- Assist in the development and implementation of the CHC budget and the review of expenditures
- Support the fund development strategy for the CHC, including grant applications and liaison with current and potential funders and other stakeholders
Requirements
- 5-10 years of progressively senior management experience and demonstrated leadership ideally within a community health or non-profit setting
- Demonstrated experience in the provision of health, harm reduction, health promotion, and/or substance use services
- Demonstrated experience in managing human resources in a union environment
- Demonstrated commitment to cultural safety, harm reduction, and trauma-informed practices in the provision of health and social services
- Experience working with diverse populations, including people living with HIV, hepatitis C, or substance use challenges, street-involved communities, Indigenous Persons, queer communities, people who use substances, sex trade workers, multicultural, and disability communities
- University degree at bachelor's level in a relevant field or equivalent combination of experience and education
- Employment subject to a criminal record check for working with vulnerable populations
Skills and Abilities
- Demonstrated skills and knowledge in the areas of community health care, including OAT provision, prescribed alternatives, mental health, substance use, harm reduction/health promotion practices, HIV, and hepatitis C
- Demonstrated leadership skills in program management and supervision of diverse staff
- Strong management and administrative skills, including project management, report writing, budgets, evaluation, etc.
- Excellent interpersonal skills, including the ability to coach and mentor staff, facilitate conflict resolution, foster empathic communication, and demonstrate clear boundaries
- Ability to model ethical behaviors and consistently apply ethical standards to self and others
- Able to respectfully engage and support Indigenous relationships, with a trauma-informed and decolonial lens
- Demonstrated ability to work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance service effectiveness
- Demonstrated understanding of the continuing and ongoing impact of colonization on Indigenous people and awareness of anti-colonial and anti-racist practices and principles
- Demonstrated understanding of the principles of affirming care for people from the 2S/LGBTQQI+ communities
- Demonstrated understanding of the toxic drug crisis in BC and its impact on people who use substances and are at risk of fatal drug poisoning
- Demonstrated understanding of the importance and role of people with lived and living experience in the development, delivery, and evaluation of services intended to benefit them
- Ability to bring a positive approach, be flexible, and resourceful, and able to work in a dynamic, informal, and relational workplace
- Ability to work with and maintain positive relationships with diverse groups of stakeholders, including people impacted by poverty, substance use, criminalization, people who use drugs, service providers, funders, and other community members
- Ability to use various digital platforms, including payroll systems, Xero, MS Teams, and OneDrive, etc.
