Job Summary

We are seeking a highly skilled Business Systems Consultant to join our team at Fraser Health. As a key member of our Financial Systems portfolio, you will be responsible for coordinating and supporting all phases of assigned systems development and implementation projects.

Key Responsibilities
  • Coordinate and support all phases of assigned systems development and implementation projects for the Financial Systems portfolio.
  • Interact with colleagues, system users, vendors, and suppliers to provide project management and leadership throughout implementation and support phases of assigned application modules and applications.
  • Provide comprehensive information management and information technology advice, training, and support in addressing business needs of the user department.
  • Perform feasibility studies, conduct workload efficiency analysis, and analyze, design, and implement appropriate information systems.
  • Identify system deficiencies, user department operational inefficiencies, and suggest ways of improving business efficiency functions.
  • Lead small to medium-sized information system projects by adhering to project management methodologies, managing project timelines, facilitating change management strategies, defining tasks, identifying resource needs, and reporting on project status.
  • Participate in project design phases as required, work with the Manager to coordinate the development of project plans and schedules, and provide input into project budgets.
  • Develop project specifications and work plans, working closely with Information Services and user departments, monitor performance of vendor when required to ensure standards are followed and requirements met, and liaise with vendor to resolve problems.
  • Oversee the design and implementation of systems and technical environment, provide technical guidance and training to Financial System users, and monitor project status to ensure work is completed within project plan and budget.
  • Coordinate training, maintenance, and support of assigned projects and/or information technologies in conjunction with Financial System users, monitor progress, and resolve problems.
  • Coordinate the development of system documentation for user departments, conduct post-implementation project reviews, assess project results and internal methodologies, and make recommendations on improvements to operations.
  • Liaise with users to provide direction and advice on methods to address business needs through improved use of automated tools and facilitate discussion on future requirements.
  • Prepare business cases to document and assist in refining revised work processes and user department goals and objectives.
  • Provide application and/or technical support for all computer-based information systems under the Financial Systems portfolio, keep up-to-date on application standards in the Fraser Health, and provide support and maintain key control over the development of reports and over requests for the generation of custom reports.
  • Research, evaluate, and recommend new and emerging technology, maintain knowledge of current trends and advancements in the field, participate in the development, implementing, and reviewing technical standards for acquiring and maintaining computer hardware, software, and systems, and monitor compliance to standards in the area of responsibility.
  • Develop applications to improve workflow, efficiencies, and effectiveness, which encompasses all phases of implementation, including consulting regularly with key groups, conducting needs analysis, determining application code specifications, performing system testing, and documenting program development.
  • Follow up with users of these applications with the goal of producing timely enhancements and incorporating available new functionality and new technology.
  • Provide leadership for reporting design and development and offer solutions in collaboration with key user groups, perform as part of an ongoing analysis of data, testing for reasonableness, accuracy, flagging anomalies, and maintain authorized access to various applications under the Financial Systems portfolio.
Qualifications
  • Bachelor's degree in Computer Science, Business Administration, Software Engineering, and/or related discipline, supplemented with five years of recent, related experience with developing financial applications and/or financial application reporting in a large complex organization, including experience as a project manager, or an equivalent combination of education, training, and experience.
  • CPA recognized professional accounting designation would be an asset.
