About the Role
The University of Victoria, a prominent institution in Victoria, is committed to fostering diversity and inclusion among its workforce of over 5,000 dedicated professionals. As a public entity, the university adheres to the Freedom of Information and Protection of Privacy Act (FIPPA) and its associated regulations. The General Counsel serves as the designated authority for the university under FIPPA, overseeing compliance and governance.
The General Counsel leads the development and execution of the university's privacy and access programs, including the formulation of relevant policies and procedures. This role acts as a vital resource for the university community, offering guidance and training on privacy protection and information access. The General Counsel also addresses inquiries from the public regarding these matters.
In fulfilling these duties, the General Counsel supervises the Corporate Privacy Officer (CPO), who manages the operations of the Protection of Privacy program and oversees the processing of Access to Information requests. The CPO is supported by the Data Protection Officer, Access Officer, and Administrative Assistant – Privacy and Access, all of whom operate from the Privacy and Access to Information Office. This office is responsible for developing and managing the university's privacy management initiatives, which include annual training for staff and faculty, as well as conducting Privacy Impact Assessments for new or significantly revised programs involving personal information processing.
Position Overview
The Data Protection Officer plays a crucial role in supporting the CPO by implementing the operational aspects of the privacy policies and procedures established by the Privacy and Access to Information Office. This position is integral in ensuring that the university complies with FIPPA through leading privacy consultations and investigations.
Key Responsibilities
- Collaborate with the CPO and Access Officer to manage privacy consultations.
- Review and provide insights on Privacy Impact Assessments.
- Assist in conducting investigations related to information incidents.
- Advise on policy matters pertaining to privacy.
- Develop and deliver privacy training and create guidance materials.
- Engage in various privacy-related projects initiated by the CPO.
- Implement privacy policies and procedures in alignment with university standards.
The Data Protection Officer will also handle access to information requests and offer advice on privacy issues to the university community and the CPO. This includes:
- Providing guidance on access to information policy matters.
- Clarifying access requests with requestors.
- Coordinating with university departments to conduct record searches.
- Processing records responsive to access requests while ensuring compliance with FIPPA.
Qualifications and Experience
- A university degree in a relevant field (e.g., law, social sciences, information studies).
- A minimum of two years of experience in processing access to information requests, developing privacy management programs, or conducting policy analysis related to information management.
- Experience interpreting legislation and regulations, both domestically and internationally, is preferred.
- Experience with FIPPA and/or the Personal Information Protection Act (PIPA) is an asset.
- An equivalent combination of education and experience may be considered.
