Position Overview

The Procurement Services Department at the College of New Caledonia is dedicated to providing expert guidance in Supply Chain Management to ensure optimal acquisition strategies. The Procurement Analyst will engage with both internal and external partners to oversee purchasing activities, manage expenses, and mitigate risks. Key Responsibilities

  1. Facilitate the procurement process by collaborating with stakeholders to identify best value in accordance with CNC procurement guidelines.
  2. Lead cross-departmental teams through the procurement lifecycle.
  3. Draft competitive bidding documents and contracts utilizing CNC's standardized templates.
  4. Employ analytical skills to comprehend user needs, formulate procurement strategies, and create competitive bid documentation.
  5. Work with internal teams to nurture supplier relationships, ensuring compliance with key contract deliverables.
  6. Contribute to the development of performance metrics and analyze data to drive continuous improvement efforts.
  7. Engage in the management of the Vendor Prequalification Program.
  8. Attend vendor management meetings to ensure alignment and performance.
  9. Oversee the Procure to Pay process within the ERP system, ensuring adherence to established business protocols.
  10. Collaborate effectively with colleagues to guarantee that purchasing operations are conducted in line with policies and procedures.
  11. Support the vision, mission, and goals of the College while addressing the needs of learners and the community.
  12. Foster a positive workplace environment and communicate professionally to promote mutual respect among students and colleagues.
  13. Perform additional tasks as directed by the Director.

Qualifications & Skills

  1. Completion of a recognized two (2) year diploma in Business/Supply Chain Management or a related discipline, including coursework in purchasing and management.
  2. SCMP or P. Log certification is considered an asset.
  3. A minimum of five years of progressive experience in Supply Chain within the public sector or a business context; or an equivalent combination of education and experience, preferably in a public sector setting.
  4. Strong understanding of integrated systems relevant to operations and procurement, with direct experience in an Enterprise Resource Program system.
  5. Proficient in Microsoft Office Suite (Excel, Word, Email, Teams, PowerPoint, etc.).
  6. Demonstrated leadership capabilities and a professional demeanor.
  7. Proven track record of critical thinking and analytical skills with minimal supervision in a fast-paced environment.
  8. Ability to effectively manage multiple tasks and prioritize competing demands.
  9. Exceptional organizational skills.
  10. Demonstrated ability to perform under pressure in high-volume situations.
  11. Strong judgment and problem-solving skills.
  12. Excellent interpersonal and communication abilities, with a friendly and approachable demeanor.
  13. Capacity to work independently.
