Position Overview

Under the guidance of the Chief Engineer, the selected candidate will oversee and execute various multi-disciplinary projects aimed at developing, refurbishing, or enhancing infrastructure and systems. This role involves defining, planning, organizing, coordinating, and managing the resources and activities necessary to implement these projects across different sectors related to port infrastructure, including roads, railways, quays, and water and sewer systems.

Project Design and Planning
  1. Assist in selecting projects that align with the corporate strategy.
  2. Oversee all stages of capital construction projects from initial planning to final integration, including:
    1. Identify and articulate needs with all stakeholders, both internal and external.
    2. Draft descriptions for mandates to secure contracts with consultants for study and design services.
    3. Review studies, plans, and specifications, providing recommendations.
    4. Conduct and verify cost estimates for professional services and contractor work.
    5. Collaborate with the procurement team to establish tendering strategies.
    6. Engage in bid analysis and recommend contract awards.
Project Delivery Management
  1. Coordinate activities of both internal and external resources assigned to projects, collaborating with other departments to minimize operational disruptions while meeting cost, schedule, and quality standards.
  2. Execute the following tasks to ensure seamless project progression:
    1. Facilitate coordination of works with ongoing operations to mitigate impacts.
    2. Ensure compliance with specifications, including budget adherence, timelines, and technical quality.
    3. Organize and lead site meetings.
    4. Develop or assist in modifications to project execution as necessary.
    5. Adhere to environmental standards and implement sustainable working methods.
    6. Uphold health and safety regulations.
    7. Assess contractors' progress monthly and validate payments.
    8. Approve change requests and justify any cost discrepancies.
    9. Certify project completion on behalf of the organization and prepare project closeout reports.
Capital Project Request Preparation
  1. Ensure the longevity of port infrastructure and equipment:
    1. Develop and implement a preventive inspection and maintenance program to sustain and upgrade infrastructure and equipment.
    2. Identify and propose maintenance initiatives to uphold facility integrity.
    3. Coordinate activities of internal and external resources responsible for inspecting, repairing, and enhancing infrastructure and equipment, ensuring compliance with deadlines and budgets.
    4. Review inspection results and recommend corrective actions to maintain infrastructure integrity.
    5. Contribute to the continuous improvement of departmental processes.
    6. Perform additional related duties as required.
Qualifications
  1. Bachelor's degree in civil engineering or construction, with membership in good standing with the Order of Engineers of Quebec.
  2. Seven to ten years of relevant experience in construction project management.
  3. Experience in railway infrastructure is a plus.
  4. Strong project management and coordination skills in complex environments.
  5. Knowledge of budget development, recommendations, and monitoring for multiple projects.
  6. Leadership qualities, teamwork orientation, and proactive approach.
  7. Excellent communication and interpersonal skills.
  8. Able to manage multidisciplinary projects involving various stakeholders.
  9. Strong problem-solving and negotiation abilities.
  10. Adaptability and flexibility in response to change.
  11. Proficient in Microsoft Office and MS Project; familiarity with SAP software is advantageous.
  12. Demonstrated judgment, initiative, autonomy, and rigor.
  13. Fluency in both French and English (spoken and written).
  14. Familiarity with construction standards (CCDG, BNQ, AREMA, CSA, etc.).
  15. Possession of an ASP construction certificate.
  16. A valid driver's license and access to a vehicle for site visits.
