We are seeking a Contract Management Specialist for a 12-month engagement, with potential for extensions. The position requires legal eligibility to work in Canada.
This role follows a hybrid schedule, requiring at least 4 days in the office each week, with a commitment of 8 hours per day, totaling 40 hours a week. This is not a remote position.
Role OverviewThe Contract Management Specialist will oversee the complete life cycle of Project Contracts, from initiation and revision to final closure. The ideal candidate will implement contracting and commercial strategies that align with significant business objectives, while also supporting the SRP SCM/PMT/CMT teams in enhancing project and enterprise goals.
Key Responsibilities- Formulate Project or Scope-specific Contracting Strategies and Execution Plans to facilitate Gate reviews and Project implementation.
- Conduct Pre-Award activities for primary project services, including Engineering, Fabrication, and Construction Work Packages.
- Create Expressions of Interest (EOI) and Requests for Information (RFI), along with evaluation criteria to assist in the prequalification of bidders.
- Oversee the assessment of EOIs, bidder prequalification, and the shortlisting process.
- Collaborate with the Project Management Team (PMT) and Construction Management Team (CMT) to develop Bid Evaluation Criteria and Plans (BECP).
- Establish the appropriate commercial compensation framework for the Scope of Work (SOW) and align it with the Request for Proposals (RFP).
- Distribute the RFP and manage the bidding process as the primary point of contact for bidders.
- Coordinate the evaluation process according to the BECP.
- Prepare negotiation strategies and lead negotiations.
- Draft award recommendations and secure necessary financial and commitment authority approvals.
- Issue awards, onboard contractors, and facilitate kickoff meetings with PMT/CMT.
- Finalize contracts and ensure execution by authorized personnel.
- Prepare Contracts Briefs (Terms of Reference) and manage Post Award Contracts for assigned contracts, while fostering contractor relationships.
- Compile data for periodic assessments of contractor performance against established Key Performance Indicators (KPIs).
- Assist in managing Non-Conformance Reports (NCRs) in line with the NCR process.
- Monitor and report on approved contract values, ensuring governance over current and forecasted contract values versus approved amounts.
- Maintain Contracts Change Logs, Issues and Disputes Management Register (IDMR), and develop plans for dispute and claims mitigation.
- Process Change Orders and Amendments for approval in accordance with established guidelines.
- Collaborate with contractors to resolve daily operational issues efficiently.
- Oversee contract close-out procedures and contractor off-boarding, including performance feedback in line with Supplier Lifecycle Management requirements.
- Ensure all contracting documentation is accurately stored in the designated Contract Management Systems.
- Perform additional duties as required.
- A bachelor's degree in Supply Chain Management, Technical, or Business discipline is preferred.
- A minimum of 5 years of relevant experience in a similar capacity.
- At least 2 years of experience in project environments.
- Prior experience in the Oil and Gas sector is advantageous.
