Job Description

Under the authority of the Director of Purchasing, the successful candidate will be a key player in the improvement of the procurement process for the CISSS de la Montérégie-Ouest. This individual will be responsible for the acquisition of goods and services while ensuring the implementation of the internal procurement process, in accordance with laws and regulations.

The Procurement Specialist will support managers in their procurement needs through a thorough analysis of markets and will ensure liaison with suppliers. The successful candidate will also participate in the definition of the hospital's procurement strategy.

Key Responsibilities
  • Prepare, write, and launch complex tenders requiring specific authorizations and accountability (invitational tenders and public tenders);
  • Analyze complex bids (invitational tenders and public tenders) and submit a recommendation for authorization;
  • Prepare files to be authorized by the CEO;
  • Establish negotiation objectives and sourcing with the concerned service unit;
  • Establish, in collaboration with users, the necessary specifications for negotiation and preparation of tenders;
  • Research and select product ranges to negotiate, initiate market analysis, and coordinate with users to improve the quality-price ratio, internal logistics, and product standardization;
  • Participate in the coordination of major construction projects, equipment, and supply acquisitions;
  • Ensure compliance with relevant legislation, policies, and procedures related to procurement;
  • Ensure that all initiatives are based on a financial study considering all aspects of acquisition (equipment, supplies, training);
  • Collaborate in the development and coordination of the process for introducing or removing new products in the establishment;
  • Provide functional support in various ongoing projects in the establishment;
  • Participate in the definition of the hospital's procurement strategy.
Requirements
  • Hold a Bachelor's degree in Business Administration or another relevant discipline;
  • Have at least one year of experience in procurement, negotiation, and contract management;
  • Have successfully completed the Public Contracts Act (LCOP) training and passed the Secretary of the Selection Committee test (an asset);
  • Have experience in negotiation in the public sector (an asset);
  • Have knowledge of the healthcare and social services sector supply chain (an asset);
  • Have knowledge of the GRM software (an asset);
  • Have a good understanding of the application of various procurement concepts (an asset);
  • Pass a written test related to the functions;
  • Pass the following tests: Word (passing grade 60%), Excel (passing grade 70%), French (passing grade 60%), and English (passing grade 55%).
