Position Overview

The Government of Alberta is seeking a Chief Financial Strategist to lead the financial planning division.

Reporting directly to the Executive Director of Financial Services and Planning, the Chief Financial Strategist will provide vision and oversight to both professional and technical teams. This role is crucial in delivering strategic support and expert advice to ensure that financial operations align with the Financial Administration Act, the Fiscal Planning and Transparency Act, and established governmental financial policies.

This position plays a pivotal role in enhancing the ministry's financial accountability and management decision-making processes. Responsibilities include the effective coordination of monthly, quarterly, and annual financial reporting, along with a comprehensive suite of strategic financial services. The incumbent will oversee the formulation of the ministry's revenue and expenditure budgets and financial objectives, supporting the overarching Ministry Business Plan. Additionally, the role involves producing high-quality financial reports, executive briefing documents, quarterly revenue and expense forecasts, and monthly cash flow projections for submission to the relevant financial authorities.

Key Responsibilities

  • Lead the development of the consolidated Ministry Budget and guide the preparation of proposals for new or revised initiatives for review by the Cabinet Policy Committee and Treasury Board.
  • Direct the creation of briefing materials, collaborating with Directors and Assistant Deputy Ministers to ensure the Minister is well-prepared for presentations to key committees.
  • Oversee the monitoring of the financial plan, ensuring accurate and timely coordination and consolidation of quarterly forecasts and monthly cash flow submissions.
  • Ensure the preparation of Supplementary Estimates, Orders in Council, and Treasury Board Minutes as necessary.
  • Coordinate the submission of the Ministry's Capital Plan to Treasury Board.
  • Participate in the Ministry Capital Planning Peer Review Committee to compile a comprehensive list of proposed capital projects for consideration.
  • Provide leadership and mentorship to the financial planning team, fostering a consistent understanding of roles and expectations.
  • Ensure that performance objectives and career development plans are established for direct reports, promoting continuous improvement and professional growth.
  • Offer financial expertise and support in managing the financial affairs of provincial agencies reporting to the Minister.
