Role OverviewThe Senior Estimator for Project Controls is responsible for consolidating project scope and cost for initiatives valued between approximately $25 million and $1 billion. This position plays a critical role in ensuring adherence to governance processes and aids the Project Manager in securing executive approvals throughout the project lifecycle. In addition to compiling and reporting estimated project costs, the Senior Estimator will prepare responses to regulatory and legal inquiries related to these estimates. This role demands expertise in project estimation methodologies, including the application of risk and contingency factors.
Responsibilities include collaborating with various departments such as Project Management, Engineering, Finance, and Legal to:
- Strategically plan and manage the process for collecting scope and cost data for project aggregations at each stage gate across all disciplines.
- Assess cost estimates to ensure alignment with historical benchmarks for similar projects.
- Analyze discrepancies in estimates that deviate from historical costs or expectations, engaging with estimators from relevant functional areas.
- Maintain documentation supporting stage gate updates and regulatory submissions.
- Conduct peer reviews of project aggregations.
- Operate independently with minimal oversight.
The role also involves developing cost estimates for new Transmission & Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades, and new Customer Substations. Responsibilities include preparing scope take-offs based on design specifications, meeting notes, and engineering drawings. The Senior Estimator will estimate material and labor costs using established estimating standards for both direct and indirect costs, utilizing tools such as SCMT and InEight. Collaboration with cross-functional stakeholders is essential to review cost estimates and secure necessary approvals. Additionally, the role requires performing detailed variance analyses for cost estimates at various project lifecycle stages and updating estimates based on change requests related to scope, cost, and schedule. Multiple peer reviews of cost estimates prepared by team members will be conducted to ensure accuracy and compliance with jurisdictional requirements.
QualificationsEssential Skills and Experience:
- A minimum of ten years of experience in the construction industry.
- Comprehensive understanding of civil engineering principles, practices, and tools.
- Proficiency in computer-aided design (AutoCAD) and other relevant software for design and data analysis.
- Ability to interpret engineering plans, schematics, and soil reports effectively.
- Capacity to visualize completed projects.
- Familiarity with Best Management Practices (BMP).
- In-depth knowledge of materials, methods, and tools used in construction or repair projects.
- Strong understanding of safety regulations applicable to assigned projects.
- Proven problem-solving abilities.
- Excellent verbal and written communication skills.
- A blend of creativity and analytical thinking.
- Highly detail-oriented with a commitment to accuracy.
A Bachelor's degree in civil engineering is required.
