Key Responsibilities

As a Legal Counsel specializing in Public Utilities, you will be responsible for providing expert legal advice and guidance on matters related to public utility regulations and policies.

Essential Requirements
  • U.S. Citizenship is mandatory.
  • Active membership and good standing with a recognized state bar are required.
  • A two-year probationary period may be necessary.
  • Generally, male candidates must be registered with the Selective Service.
  • A thorough background investigation will be conducted.
  • Full Performance Level (FPL) for GS-14 is 14; FPL for GS-15 is 15.
Qualifications

This position is part of the Bargaining Unit.

Applicants must hold a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from an American Bar Association-accredited law school. It is the applicant's responsibility to provide sufficient documentation to demonstrate compliance with the educational prerequisites. Incomplete or unclear submissions may lead to disqualification.

Candidates must maintain good standing with a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. All employment offers are contingent upon the successful completion and evaluation of a background investigation.

While the United States Office of Personnel Management (OPM) has not established specific qualification standards for Attorney roles, both the quality and quantity of experience are critical in determining qualifications. All Attorney positions necessitate a minimum of a J.D. or LL.B. from an accredited institution, along with active bar membership and relevant specialized experience.
