Position Overview

Vancouver Coastal Health (VCH) is seeking a seasoned professional to fill the role of Chief Project Officer and Executive Director, Capital Planning and Projects. Reporting directly to the Chief Financial Officer & Vice President, this position is pivotal in overseeing a regional portfolio of planning, projects, and real estate initiatives. The successful candidate will collaborate in the creation of strategic plans and lead the development of master plans tailored to specific sites within the regional portfolio.

The Coastal Community of Care (CCoC) encompasses a diverse range of communities, serving various Indigenous Nations. The CPO/ED will be instrumental in guiding the planning processes, establishing foundational principles, and supervising clinical and facility design and construction, ensuring alignment with the vision set for the designated Community of Care.

Key Responsibilities
  1. Oversee the planning, deployment, and assessment of physical, financial, and human resources to support the organization’s strategic and operational objectives, collaborating with Strategic Planning Partners, Project Contractors, and Regional Hospital Districts.
  2. Manage capital projects, which may involve multiple phases and delivery methods, including Public Private Partnerships (P3), Design-Build (DB), and Construction Management (CM).
  3. Ensure timely execution of the organization’s responsibilities as outlined in the Business Plan and related agreements.
  4. Develop a comprehensive strategic facility plan for the region and site-specific master plans that align with the Community of Care's strategic vision and goals.
  5. Authorize scope revisions in accordance with established governance and project management protocols, consulting with partners and senior executives as necessary.
  6. Manage financial resources effectively to achieve strategic initiatives and operational targets, ensuring both short and long-term planning for capital expenditures.
  7. Facilitate effective collaboration with Community of Care Senior Leadership, Program Directors, and other stakeholders throughout all project phases.
  8. Assist the Community of Care Executive and Project teams in formulating long-term facility plans and procuring contractors for Capital Projects that align with Facilities and Real Estate functions.
Qualifications
Education & Experience

A Master’s Degree in Business Administration or a related discipline is required, along with ten to fifteen years of progressive experience in senior management roles within a large healthcare organization, including five years in a Chief Project Officer capacity managing complex capital projects, or an equivalent combination of education and experience.

Knowledge & Skills
  1. In-depth knowledge of Generally Accepted Accounting Principles (GAAP) and related accounting practices.
  2. Proven ability to lead, plan, and implement processes effectively.
  3. Strong risk management and mitigation skills.
  4. Ability to prioritize and direct work assignments efficiently.
  5. Experience in supervising and guiding teams.
  6. Demonstrated ability to build and maintain relationships with internal and external stakeholders.
  7. Capacity to work independently and collaboratively within a team.
  8. Excellent organizational skills to manage tight deadlines.
  9. Ability to adapt and function effectively in a dynamic environment.
  10. Proficiency in operating relevant software applications.
  11. Physical capability to fulfill the duties of the position.
Additional Information

As per current Public Health Orders, all employees must be fully vaccinated for COVID-19 or have received a single dose of the most-recent, updated COVID-19 vaccine. Proof of vaccination status will be required.
