Overview

Loyalist College is on a transformative path to integrate a state-of-the-art Human Resource Information System (HRIS) known as Workday. The Director of Learning and Talent Development will play a pivotal role in ensuring our workforce is well-supported during this transition, focusing on enhancing the experiences of candidates, employees, and hiring managers. This position demands a blend of visionary leadership and practical involvement to achieve our strategic objectives.

Reporting Structure

This role reports directly to the Vice President of Human Resources and is tasked with developing and managing comprehensive learning and development initiatives for staff, alongside overseeing the College's recruitment and retention strategies. Key responsibilities include the design, execution, and evaluation of training programs aimed at fostering employee growth and improving skills, knowledge, and performance through effective learning methodologies. Initiatives may encompass change management, leadership training, onboarding processes, career progression, succession planning, and employee engagement strategies.

Key Responsibilities

Employee Learning and Development

  • Collaborate with various stakeholders to assess training requirements and create learning programs that enhance career development, boost engagement, and strengthen leadership capabilities.
  • Design and facilitate training sessions, workshops, and seminars tailored for employees at different organizational levels.
  • Utilize learning management systems (LMS) and e-learning platforms to deliver online training and monitor employee progress.
  • Lead initiatives that support College-wide projects, particularly change management related to the HRIS implementation, ensuring effective communication and training for smooth transitions.
  • Maintain accurate records of employee training, certifications, and transcripts within the College's HRIS.
  • Guide employees in crafting their personal development strategies and action plans.
  • Source and coordinate leadership development programs that emphasize engagement, equity, diversity, and inclusion.
  • Engage with external organizations to stay informed about talent management trends and best practices.
  • Develop metrics to assess the effectiveness of talent management initiatives and their impact on the organization.
  • Lead comprehensive programs focused on career advancement, succession planning, leadership development, and employee recognition.
  • Contribute to performance management processes by providing tools and training to ensure timely and relevant feedback for all employees.
  • Promote equity and diversity in all talent management initiatives to foster an inclusive workplace culture.

Talent Acquisition

  • Provide strategic leadership to Loyalist's talent acquisition efforts through expertise, mentorship, and professional development.
  • Work closely with hiring managers and the HR team to refine and implement recruitment processes that align with the College's values and strategic objectives, prioritizing diversity and inclusion.
  • Oversee the recruitment process for executive-level positions within the College.
  • Implement the HRIS recruiting module and online recruitment tools to enhance operational efficiency.
  • Build relationships with equity-seeking groups to create opportunities for diverse talent within Loyalist College.
  • Continuously evaluate the effectiveness of outreach and sourcing strategies to maximize return on investment.
  • Develop and execute innovative recruitment strategies for challenging-to-fill roles.
  • Collaborate with managers to design and manage comprehensive onboarding programs across the College.
  • Establish effective offboarding processes, including exit and stay interviews, to gain insights into employee experiences and improve engagement.

Team Leadership

  • Set clear goals and objectives for direct reports, identifying areas for enhancement and transformation.
  • Inspire and support a high-performing team of professionals.
  • Assess team effectiveness and adapt strategies in response to organizational changes, legislative updates, budget considerations, and industry trends.

Qualifications

  • A combination of education and experience typically acquired through an undergraduate degree in Human Resources, Business Administration, Organizational Development, or a related field.
  • Professional certifications such as CHRP/CHRL or RPR are advantageous.
  • A minimum of 7 years of progressive experience in employee development and talent management roles.
  • Proven experience in designing, managing, and delivering training programs.
  • Familiarity with instructional design methodologies and adult learning principles.
  • Experience in a unionized environment, particularly within the public sector, is preferred.
  • Advanced understanding of talent acquisition principles and applicant tracking systems.
  • Proficiency in MS Office Suite and HRIS systems; experience with Workday is a plus.
  • Knowledge of learning management systems (LMS) and e-learning platforms.
  • Expertise in on/offboarding, employee and leadership development, and performance management.
  • Familiarity with the Ontario Human Rights Code, collective agreements, and the Accessibility for Ontarians with Disabilities Act.
  • Strong presentation and facilitation skills for delivering training and engaging stakeholders.
  • Excellent project and time management abilities, capable of handling multiple priorities.
  • Exceptional leadership skills, with a focus on coaching and mentoring team members.
  • Strong change management capabilities, with experience in navigating organizational change.
  • Outstanding communication and interpersonal skills, with a commitment to fostering a collaborative and inclusive community.
  • Well-developed analytical and problem-solving skills to address challenges and implement effective solutions.
