Job Summary

Fraser Health is seeking a highly skilled and experienced Deputy Chief Project Officer to lead the Redevelopment Project's operational team in concert with the Chief Project Officer. The successful candidate will be accountable for the development of strategic and tactical planning, governance, and performance accountabilities.

Key Responsibilities
  • Provide day-to-day oversight, direction, and management related to the planning, design, construction, equipment, project support, and results administration.
  • Advise and consult with the Chief Project Officer on Project Agreement-related areas and issues.
  • Represent the Chief Project Officer and the project to internal and external stakeholders on processes and project deliverables.
  • Support the Chief Project Officer in the effective and timely discharge of the Authority's responsibilities as set out in the Modified/Progressive Design-Build phases.
  • Oversee the day-to-day operational aspects of the project, including planning, design, construction, equipment, and project support, and the results office.
  • Act as the main project representative through the modified/progressive design/build collaborative/integrated process.
  • Manage all processes, standards, risks, costs, schedules, roles, affordability checks, shadow verification, procurement, consultant deliverables, and project accountabilities.
  • Engage, lead, and oversee a team of employees and consultants to achieve project deliverables.
  • Manage resources within established budget parameters.
  • Provide leadership in the development and review of building specifications, service and program requirements, equipment specifications, information systems, and technology requirements.
  • Report on project interdependencies, risks, and issues identified by working groups.
  • Investigate, resolve, and respond to compliance obligations and applicable legal issues and standards.
  • Present reports to the Project Steering Committee and senior executives, as required.
  • Review and approve requests for scope changes.
  • Consult with project partners and senior executives on change decisions.
  • Ensure appropriate systems and processes are in place to record and monitor scope changes.
Qualifications

The successful candidate will possess a Master's Degree in Engineering, Business Administration, or a related field, supplemented with ten years' recent, related experience in a senior leadership role in a large complex health care organization with responsibility for leading teams and managing large, complex capital projects.

Demonstrated ability to define, plan, direct, and implement large, complex projects.

Demonstrated project management experience in leading project teams and third-party participants.

Demonstrated experience using structured project methodologies, including milestone planning and budget management.

Demonstrated ability to manage project risks and issues in an efficient and effective manner.

Demonstrated knowledge and understanding of clinical planning methodologies.

Demonstrated knowledge and understanding of capital procurement methods and processes, including alternative procurement approaches.

Demonstrated knowledge and understanding of the legal and financial issues in contract development and finalization.

Demonstrated ability to function independently and as a member of a team.

Ability to develop and maintain rapport with various internal and external stakeholders.

Ability to operate related equipment, including related software applications.
