Job Title: Project Manager - Shared Micromobility

Halifax Regional Municipality is seeking a highly skilled Project Manager to oversee the implementation of its shared micromobility program. This exciting opportunity will enable bike share and e-scooter share in support of municipal objectives for mobility, sustainability, and accessibility.

Key Responsibilities:
  • Lead the selection of private organizations to implement bikeshare and e-scooter share businesses in HRM right-of-way.
  • Ensure compliance with agreement and by-law terms, taking progressive action to address non-compliance.
  • Develop and implement a comprehensive strategy for parking/storage hubs on municipal land.
  • Establish and maintain effective working relationships with project stakeholders, including internal contacts, property owners, advocates, business associations, and external stakeholders.
  • Contribute to decision-making on cross-HRM shared micromobility responsibilities, such as enforcement resources and approach, right-of-way and park space management, public communications, and others.
  • Manage project budget, schedule, team composition, communications, quality, and risks.
  • Ensure adherence to legal, regulatory, and municipal requirements.
  • Develop and implement a project evaluation framework and methodology.
  • Develop and maintain project reporting documents, including charters, schedules, work breakdown structures, risk registers, written and oral reports, KPIs, tracking, and forecasting.
Requirements:
  • University degree or equivalent in Planning, Engineering, Business Administration, or related field.
  • Minimum five years of related experience managing complex projects, ideally in a municipal or transportation context.
  • Project management training and PMP certification is considered an asset.
  • An equivalent combination of education and experience may be considered.

Hours of Work:

Monday to Friday, 8:30am - 4:30pm, 35 hours per week

Salary:

Level 7 Non-Union, Salary Band: $76,490 - $105,170
