Position Overview:

Pembina Pipeline Corporation is seeking a Senior Safety Process Engineer to enhance our team. This role will report directly to the Director of Process Safety within the Safety Unit, which is part of Pembina's External Affairs Division.

In alignment with Pembina's commitment to a Safety Culture of Zero by Choice, the Safety Service Unit is focused on delivering high-quality products and services. This includes leading comprehensive occupational health and safety, process safety, physical security, and emergency management initiatives, alongside governance of the Operations Management System. The Safety team is dedicated to ensuring compliance with all applicable company, federal, and local health, safety, security, and emergency management regulations, thereby fostering a safe and healthy work environment for employees, contractors, and the communities we serve.

The Senior Safety Process Engineer will play a crucial role in developing, implementing, and supporting Pembina's Process Safety Management (PSM) program, aimed at safeguarding the health and safety of personnel across various assets, including plants, pipelines, and terminals. This position demands extensive expertise in industrial processes, regulatory frameworks, and best practices, including OSHA, CCPS Risk Based Process Safety, CSA Z767, and IEC 61511, to effectively mitigate risks and promote a secure working environment. Preference will be given to candidates with familiarity in ABSA, ASME, CSA, NFPA, and API codes and standards.

Key Responsibilities:
  • Champion Pembina's safety culture of "Zero by Choice" and the "Life Saving Rules".
  • Contribute to fostering an equitable, diverse, and inclusive workplace.

Process Safety Management Program:

  • Assist corporate and asset teams in the development, implementation, and support of the Process Safety Management (PSM) program.
  • Lead initiatives to cultivate and enhance process safety culture and practices.
  • Monitor and analyze PSM Key Performance Indicators to ensure timely reporting and actionable insights.
  • Provide oversight and serve as a super user for the Management of Change (MOC) process.

Incident Investigation:

  • Direct and manage incident investigations, including root cause analysis and corrective action development.
  • Conduct quality assurance checks on all major incident investigations to ensure compliance and consistency.
  • Disseminate key incident learnings and recommendations throughout the organization.

Risk Assessment and Management:

  • Facilitate and/or engage in risk assessment meetings, including HAZID, HAZOP, LOPA, SIL, and Bow Tie analyses for various projects and MOCs.
  • Support the creation and execution of risk management processes, including Operational Risk Registers.

Audit and Assurance:

  • Provide technical and engineering leadership on PSM elements such as MOC, PSSR, and process design.
  • Monitor process safety metrics, analyze data to identify trends and outliers, and recommend improvements.
  • Conduct internal audits and participate in external audits to ensure adherence to industry standards and regulations.
Qualifications:
  • Over 10 years of experience in PSM, with a proven track record in supporting Operations and Process/Process Safety engineering.
  • Experience in developing and implementing a corporate-level PSM program across multiple assets and jurisdictions.
  • In-depth knowledge of Process Safety principles, regulations (OSHA, EPA RMP), and best practices (CCPS RBPS, CSA Z767), particularly in the energy pipeline/gas processing/petrochemical sectors.
  • Experience in advancing a PSM program within the midstream oil and gas industry is advantageous.
  • Familiarity with HAZOP and LOPA, along with knowledge of safety instrumented systems and Quantitative Risk Assessments.
  • Strong technical understanding of process safety, natural gas liquids fractionation, process optimization, data analysis, and operational best practices.
  • Excellent analytical skills to evaluate complex scenarios and recommend effective control strategies.
  • Strong communication and interpersonal skills, with the ability to collaborate in a multidisciplinary environment and convey technical information to diverse audiences.
  • Attention to detail and strong organizational skills to effectively manage multiple priorities and deadlines.
  • Proficiency in relevant software and tools for data analysis, report writing, and presentations.
  • SAP experience is a plus.
  • CCPS Certified Process Safety Professional certification is an asset.
  • Certification as a Functional Safety Professional (or Expert) from Exida or equivalent is also considered an asset.

Note: This position may require travel to various work sites across Canada and the United States, with travel anticipated to be approximately 15% of the time.
