Key Responsibilities
As an HR Operations Specialist, your primary role will involve the formulation and execution of comprehensive HR policies across all projects of Médecins Sans Frontières (MSF) within a designated country or region. You will collaborate closely with HR teams at the headquarters and within various projects to ensure that staffing requirements are adequately fulfilled. Your support and guidance will extend to staff development initiatives and a broad spectrum of HR-related matters as they emerge. Additionally, you will ensure that MSF adheres to the labor regulations of the host country. You will oversee the management, training, and mentorship of locally recruited HR personnel and will be an integral part of the project management team. Your base will be in the capital city, with regular site visits to project locations.
Qualifications
- A relevant degree or diploma in Human Resources management and administration.
- A minimum of two years of pertinent experience in a senior HR capacity.
- Demonstrated practical experience in HR management, including the formulation of HR policies and principles.
- Capability to comprehend and operate within diverse legal frameworks.
- Proven ability to function as a member of a senior management team, including responsibilities related to project planning.
- Experience in leading a multicultural team, including supervision and training.
- Proficient command of English, along with French (minimum B2 level) or another language (such as Arabic or Spanish).
- Relevant travel or work experience in environments similar to those where MSF operates (such as armed conflicts, disasters, public health emergencies, or healthcare exclusion situations).
- Availability for a commitment of nine to twelve months.

- Proficiency in Microsoft Office applications, particularly Excel.
