Key Responsibilities

As an HR Operations Specialist, your primary role will involve the formulation and execution of comprehensive HR policies across all projects undertaken by Médecins Sans Frontières (MSF) within a designated country or region. You will collaborate closely with HR teams both at the headquarters and within the field projects to ensure that the staffing requirements of all initiatives are adequately fulfilled. Your expertise will be essential in providing guidance and support on employee development and addressing a wide range of HR-related matters as they emerge. Additionally, you will ensure that MSF adheres to the labor regulations applicable in the project country. Your responsibilities will also encompass the management, training, and oversight of locally recruited HR personnel. As a member of the project management team, you will be stationed in the capital city while conducting regular site visits to various projects.

Required Qualifications

  • A relevant degree or diploma in Human Resources management and administration.
  • A minimum of two years of pertinent experience in a senior HR capacity.
  • Demonstrated practical experience in HR management, including the formulation of HR policies and principles.
  • Ability to navigate and operate within diverse legal frameworks.
  • Proven capability to function as part of a senior management team, including responsibilities related to project planning.
  • Experience in supervising and training staff within a multicultural environment.
  • Proficient command of English, along with French (minimum B2 level) or another language such as Arabic or Spanish.
  • Relevant travel or work experience in contexts similar to those where MSF operates, including armed conflicts, disasters, public health emergencies, or situations of healthcare exclusion.
  • Availability for a commitment of nine to twelve months.

  • Proficiency in Microsoft Office applications, particularly Excel.
