Manager, Utility Plant Operations

We are seeking a highly skilled and experienced Manager, Utility Plant Operations to join our team at Fraser Health. As a key member of our facilities operations team, you will be responsible for the oversight of daily operational management and/or maintenance of designated central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems.
Key Responsibilities- Establish and Implement Department Goals: Develop and implement department goals, objectives, and operational requirements consistent with the organization's strategic and operational objectives.
- Manage Operations and Maintenance: Manage the operations, maintenance, and repair of the assigned site(s) central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems.
- Provide Operational Leadership: Provide operational leadership, including maintenance oversight, to the emergency generators.
- Develop and Implement Budgets: Develop and implement the annual operating and capital budget for the assigned site(s); responsible for monitoring expenditures, variance analysis, and reporting.
- Recruit, Mentor, and Develop Staff: Manage the recruitment, mentoring, and professional development of assigned staff and contract employees.
- Investigate and Resolve Issues: Investigate work and/or staff performance issues and initiate disciplinary action up to and including termination.
- Develop and Improve Maintenance Programs: Oversee the development and continuous improvement of maintenance programs, applying planning/scheduling techniques and risk-mitigation strategies.
- Procure and Manage External Services: Procure and manage the work of external service providers, determining terms of reference, negotiating, and monitoring contractual agreements.
- Manage Construction and Renovation Projects: Manage assigned construction, renovation, and/or maintenance projects, liaising with stakeholders and coordinating the activities of staff, consultants, and contractors.
- Develop and Maintain Policies and Procedures: Oversee the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards.
- Develop and Prioritize Capital Infrastructure Renewal Plans: Develop and prioritize capital infrastructure renewal plans in consultation with the Director and/or designate.
- Participate in Business Continuity Planning: Participate in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
- Ensure Facilities are Maintained Consistently with Best Practices: Ensure that facilities are maintained consistently with best practices regarding energy conservation, carbon footprint reduction, LEED certification, and other relevant environmental standards.
A level of education, training, and experience equivalent to a British Columbia or Inter-Provincial First or Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree, supplemented with five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training, and experience.
