The Environmental Liaison Specialist is a detail-oriented critical thinker who thrives in a growing, fast-paced work environment and has expertise in environmental management and Indigenous relations. This person is a driving force behind the Tsleil-Waututh Nation's multi-disciplinary assessment of referrals within the territory. In this critical role, you will work as part of a team to:
- Review and analyze referrals in accordance with the Tsleil-Waututh Nation's Stewardship Policy.
- Assess potential impacts that proposed development projects and policy changes may have on the Nation's rights, title, and interests.
- Facilitate the review process of referrals in a team setting.
- Provide support to Tsleil-Waututh Nation staff in the monitoring of project applications, including project administration, budgeting, and organizational tasks.
- Represent the Tsleil-Waututh Nation on project files and build relationships with external agencies and proponents.
- Support the Consultation and Accommodation Manager in all other tasks.
- Works closely and collaboratively with the Senior Referrals Analyst or Consultation & Accommodation Manager, and other staff in the Treaty, Lands, and Resources Department to analyze and assess land use decisions, proposed projects, and policies that may impact the Nation's territories, traditional use areas, and interests.
- Under the Senior Referrals Analyst or Consultation & Accommodation Manager's supervision, the Environmental Liaison Specialist manages various referrals in accordance with the Tsleil-Waututh Nation's Stewardship Policy. This includes:
- Determining potential impacts of proposed development projects, policies, or plans on the Nation's rights, title, and interests, including assessing cumulative impacts and future implications, and providing impact/benefit analyses where required.
- Facilitating the environmental review of projects, plans, and policies proposed within the Tsleil-Waututh Consultation Area. Critique the processes of assessment and contribute solutions for improvement.
- Assessing potential benefits, including educational or economic opportunities for members of the Tsleil-Waututh Nation.
- Examining the proposed project, plan, or policy from a holistic view that takes into account history, cumulative impacts, and power dynamics.
- Supports the Senior Referrals Analyst or Consultation & Accommodation Manager to ensure the vision laid out in the Tsleil-Waututh Nation Declaration, Stewardship Policy, economic development strategy, and overall Tsleil-Waututh philosophy is met.
- Supports the Environmental Liaison Specialist in meeting and liaising with municipalities, Crown governments, regulatory authorities, proponents, and other Indigenous Nations regarding referral projects.
- Prepare, facilitate, and lead internal and external meetings.
- Works to establish positive working relationships with municipalities, Crown governments, regulatory authorities, proponents, and other Indigenous Nations.
- Directly communicate with municipalities, Crown governments, regulatory authorities, proponents, and other Indigenous Nations on a technical level, signing off on technical-level communications.
- Draft reports/letters of response to municipalities, Crown governments, regulatory authorities, and proponents.
- Prepares cost estimates or contribution funding agreements for the Nation's participation in the referral process.
- Project management tasks, including budget invoicing, budget reporting, activity tracking, and scheduling, deadline and progress management, communications management, and all other necessary tasks.
- Supports the coordination of Social and Economic Development Agreements between the Tsleil-Waututh Nation and the proponent.
- Approach proposals, agreements, and related opportunities with creativity and a multi-disciplinary, holistic mindset that honors the needs of the Tsleil-Waututh community.
- Liaise with external agencies, as required, to ensure Referrals Management Program goals are met.
- Facilitates efficient records management of files along with the Treaty, Lands, and Resources team.
- Supports the Senior Referrals Analyst or Consultation & Accommodation Manager to prepare and present updates and analysis results to leadership, colleagues, community members, and proponents.
- Provides input into Departmental communications and outreach, which may include the development of presentations, media releases, and council information packages.
- Takes initiative and leadership in establishing new components to the TLR assessment process and consultation agreements/relationship-building as guided by the Senior Referrals Analyst or Consultation & Accommodation Manager.
- Assist with the implementation and delivery of other Department initiatives as directed.
- Provide input into the development of funding proposals, reports, and other deliverables.
- Participates as a member of the Treaty, Lands, and Resources Department team.
- Perform other related duties as required.
- Post-secondary degree in Social Sciences, Environmental Sciences, or related field plus three (3) years of relevant work experience.
- Will consider alternate combinations of education and relevant work experience.
- Experience with Indigenous consultation and negotiations processes an asset.
- Previous experience working in an Indigenous community and/or organization is preferred.
- Proficient with computers, the Internet, and Microsoft Office Programs (Word, Excel, Outlook, etc.).
- Understanding of the current and historical culture of the Coast Salish Peoples.
- Understanding of Indigenous rights and title, particularly in the context of B.C.
- Maintain confidentiality and professionalism when working with highly sensitive legal and political matters.
- Excellent communication and analytical skills; self-motivated; able to work independently and as part of a team.
- Brings a creative and unconventional approach to problem-solving.
- Demonstrate flexibility, cooperation, and ability to shift priorities rapidly.
- Ability to solve practical problems in a culturally appropriate manner and deal with a variety of variables in situations.
- Must successfully pass a Criminal Record Check.
