Senior Manager, Regulatory Compliance Management Program

Position Overview
The Chief Control Office operates within the RBC CFO Group, contributing significantly by managing essential risk oversight programs, including the Operational Risk Program, the Culture and Conduct Risk Program, the SOX Compliance Program, and the Regulatory Compliance Management (RCM) Program. This team is tasked with the strategic design and execution of these programs, ensuring alignment with the CFO Group's objectives through a systematic and disciplined approach to enhancing risk management, controls, and governance processes that impact the CFO Group and, in the case of SOX, all of RBC.
Key Responsibilities
The Senior Manager, reporting directly to the Senior Director, will oversee all facets of the CFO Group's RCM Program, encompassing both the Reliance Model and the Business and Market Conduct Risk Programs. The role demands subject matter expertise in regulatory compliance and control issues, as well as leadership in various control-related projects as required. Responsibilities include:
- Acting as a subject matter expert to lead the design and upkeep of all RCM processes, ensuring complete alignment with RBC RCM Standards and policies, maintaining current and accurate documentation, and providing compliant tools and templates for all CFO Group members.
- Identifying emerging risk areas and integrating them into the RCM Program as necessary.
- Providing interpretation and guidance based on Enterprise Compliance requirements and the RCM Policy and Standards to all CFO Group teams globally.
- Collaborating with Enterprise Compliance to spearhead the implementation of the updated RCM Program Target Operating Model and the CUBE technology.
- As the 2nd Line Assurance lead, designing, implementing, and executing quality review, monitoring, and oversight processes to ensure that CFO Group processes, controls, and documentation standards align with RBC expectations.
- Working alongside partners across the CFO Group, Enterprise Compliance, and other RBC Functional teams to comprehend program requirements and local jurisdictional variations, sharing best practices, and identifying and assessing relevant risks and controls.
- Creating and executing an effective reporting and communication strategy that highlights risks, control issues, obstacles, trigger events, areas for enhancement, and emerging trends within the CFO Group and across RBC.
