Position Overview

The City of Regina is on the lookout for a proficient Business Systems Analyst specializing in Financial Administration to enhance our Finance Department. This pivotal role is essential for delivering technical and accounting assistance across various systems, business operations, and interfaces that underpin the City's procurement, financial services, and corporate accounting functions. The analyst will evaluate client requirements, document system and business specifications, and devise and implement appropriate software and business solutions. Reporting to a Branch Manager, the specific responsibilities will vary according to the business sector, ensuring a dynamic and influential position within the organization.

Core Responsibilities

Technical Assistance: Offer technical knowledge in the efficient utilization of diverse systems, business operations, and interfaces to bolster Finance activities. Troubleshoot, modify, enhance, and sustain system performance. Support staff through formal and informal training, consulting services, report generation, and project assistance. Documentation and Knowledge Management: Create and uphold departmental standards and procedures for system operations, including business processes and internal controls. Remain informed about technological advancements related to application development, financial systems, and reporting tools. Implement best practices to identify and apply business efficiencies. Reporting and Evaluation: Determine management reporting requirements and produce intricate reports, especially those necessitating data from multiple systems. Formulate project plans, track progress, and report on project status as required. Define specifications for systems, business processes, and interfaces, and develop PC-based applications as necessary. System Oversight and Coordination: Recognize the implications of significant system upgrades and execute necessary modifications to financial systems, business processes, and interfaces. Serve as a liaison with the Information Technology Services Department and other divisions, engaging in special projects, studies, and upgrades. Ensure technology solutions align with business requirements by identifying current and future state business processes.

Essential Qualifications

A University degree in an accounting-related discipline, combined with substantial experience or education in computer science. Three (3) to five (5) years of progressively responsible experience in computerized financial systems and/or accounting and business processes, including at least two (2) years in a senior capacity. Experience conducting service and system evaluations, as well as working in a client-server or web-based PC network environment. Preference will be given to candidates with knowledge and/or experience relevant to the specific area to which the position reports (such as Finance, Accounting, Land Development, or Purchasing). Comprehensive understanding of computerized financial and operational systems. Strong grasp of accounting principles and practices, particularly in Municipal Government accounting. Proficiency in systems analysis, design, and installation, including knowledge specific to computer programming or Tangible Capital Asset (TCA) reporting. Familiarity with organizational, management, and administrative principles. Excellent problem-solving abilities with the capacity to apply logical reasoning to define issues, analyze data, document findings, and make effective recommendations. Ability to work autonomously with minimal supervision in a team setting, demonstrating sound judgment and initiative. Effective verbal and written communication skills, demonstrating tact and diplomacy to establish productive working relationships with internal and external stakeholders. Capability to manage priorities, meet user expectations, and adhere to deadlines. Comprehensive understanding of the corporation's financial business processes, policies, and procedures relevant to the defined business area.
