The City of Kitchener is seeking a highly skilled Payroll Analyst to join our Financial Operations team. As a key member of our payroll team, you will be responsible for providing analysis and support for payroll-related accounts and expenditures, ensuring accurate and timely processing of payroll transactions.
Key Responsibilities- Payroll Analysis: Reconcile payroll accounts, including banked overtime, payroll accruals, clothing deductions, computer loans, government remittances, self-funded leaves, salary continuances, and cemetery plans.
- System Reconciliation: Reconcile subsystems on a regular basis from PeopleSoft payroll to SAP general ledger, monitor for errors, and prepare entries to rectify differences.
- Year-End Functions: Assist the Payroll Supervisor with year-end functions, including OMERS reporting, T4 reporting, sick/vacation balance issues, and retroactive payment calculations.
- Payroll Benefit Analysis: Analyze payroll benefit costs by pay groups, provide benefit cost information to HR, Financial Planning, and Accounting Management for planning/bargaining purposes, and to Financial Planning for reserve analysis and setting fringe rates.
- Payroll Data Provision: Assist the Payroll Supervisor with providing necessary payroll information to appropriate groups for collective bargaining purposes and provision of payroll data for budgeting purposes.
- Payroll Cost Analysis: Analyze payroll costs, including salaries, wages, full-time, part-time, overtime, premiums, etc., for accuracy and appropriateness relating to trends and budgets.
- Payroll Support: Provide back-up to payroll administrators for weekly and bi-weekly payroll processing as required on a regular basis.
- System Support: Provide functional support and testing for system updates/upgrades, legislative updates, as required.
- Training and Development: Provide training to payroll administrators on PeopleSoft functionality, updates, and act as a Payroll subject matter expert with PeopleSoft interfaces.
- Accounting Diploma/Degree: Must have an accounting diploma/degree (3 years).
- Payroll Compliance Practitioner: Must have a Payroll Compliance Practitioner (PCP) certification.
- Payroll Experience: Must have over one year of full-cycle payroll experience and year-end reporting.
- ERP System Experience: Must have experience working with large ERP systems, preferably PeopleSoft, SuccessFactors, and SAP.
- Payroll Legislation: Must have a sound understanding of payroll legislation and union contracts.
- Accounting Experience: Must have experience in accounting with account reconciliation, billings, and analysis.
- Computer Skills: Must have highly developed computer skills, particularly in the use of advanced spreadsheets, word processing, database, and report writer.
- Communication and Teamwork: Must be an effective communicator and team player.
