POSITION OVERVIEW:
The Director of Finance plays a pivotal role in overseeing and ensuring effective financial governance and management for the City of Spruce Grove. This position directs financial operations, advocates for fiscal responsibility, and spearheads strategic financial planning by offering expert fiscal policy guidance, developing comprehensive financial processes, and implementing systems that support robust fiscal oversight. The Director is responsible for formulating financial strategies, long-term financial plans, and relevant metrics that facilitate the achievement of the City's strategic objectives.

KEY RESPONSIBILITIES:

  1. Strategic Management
    • Deliver long-term strategic financial counsel and analysis regarding revenue and expenditure strategies.
    • Oversee the formulation and assembly of the annual Corporate Plan.
    • Provide financial insights to leadership during the development of departmental budgets.
    • Lead the capital planning initiative for the organization.
    • Establish and implement sound fiscal policies for the City.
  2. Financial Oversight
    • Manage a combined annual operating and capital budget exceeding $100 million.
    • Track financial performance and initiate necessary corrective measures.
    • Enhance and enforce financial policies and procedures.
    • Ensure a thorough and responsible annual audit and reporting process.
  3. Team Leadership
    • Guide the Finance team in all aspects of financial management.
    • Clarify desired outcomes and objectives for the team.
    • Oversee the daily operations of the Finance team.
  4. Stakeholder Engagement
    • Exemplify leadership within various groups.
    • Promote continuous improvement in the financial budgeting process.
    • Prepare and present reports for staff and Council.
  5. Additional Responsibilities
    • Provide support for the General Manager of Corporate Services and CFO as needed.
    • Contribute to fostering a positive safety culture.
    • Perform other related duties as assigned.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in Accounting, Business, Public Administration, or a related field.
  • Possession of a Chartered Professional Accountant (CPA) designation.
  • A minimum of fifteen (15) years of relevant experience.
  • At least five (5) years of mid to senior-level leadership experience.

PREFERRED QUALIFICATIONS:

  • Leadership Development Program Certificate or equivalent.
  • Five (5) or more years of progressive experience in municipal accounting.

CONDITIONS OF EMPLOYMENT:

  • Clearance of a Criminal Record Check.

  • Supervise a team of twenty-two (22) full-time permanent employees.
  • Manage a Finance department budget of approximately $70 million in revenue.
