About the Role

As the Operations Manager for Bylaw Enforcement, you will lead a dedicated team focused on addressing community needs and enhancing the quality of life for residents. This newly established position is ideal for a qualified candidate eager to play a vital role in our Bylaw Enforcement, Licensing, and Animal Services Division.

Key Responsibilities

  • Oversee and mentor a team of bylaw enforcement officers, licensing personnel, and administrative staff, fostering a collaborative and high-performance environment.
  • Ensure compliance with community regulations and standards, promoting a safe and harmonious atmosphere.
  • Manage escalated complaints and public inquiries with professionalism and tact.
  • Engage with the community to provide educational resources regarding bylaw-related matters, enhancing public understanding.
  • Build and maintain positive relationships through transparent communication and effective information sharing.
  • Guide licensing staff in the efficient execution of the City’s licensing initiatives.
  • Collaborate with division leadership to address complex community issues.
  • Prepare and present reports to Council and Committees, offering insights and recommendations.
  • Contribute to policy development, bylaw revisions, and administrative processes related to enforcement and licensing.
  • Manage the dog licensing program and oversee ticket dispute processes, ensuring fair adjudication.
  • Facilitate effective debt collection strategies for bylaw enforcement activities.
  • Develop operational plans and schedules to ensure consistent service delivery across all departments.
  • Utilize your knowledge of relevant legislation and regulations to guide staff in making informed enforcement decisions.
  • Exhibit strong leadership and interpersonal skills, maintaining impartiality and diplomacy in sensitive situations.
  • Encourage a culture of innovation and adaptability within the team, identifying opportunities for continuous improvement.

Qualifications

The ideal candidate will possess a Bachelor’s degree in a relevant discipline such as Business Management, Public Safety, Public Administration, or Criminology, along with a minimum of three years of progressive experience in a supervisory or junior management role. Specialized training in municipal law, regulation, law enforcement, or community safety is also preferred.
