Job Title: Senior Project Financial Control Officer

Job Summary:

We are seeking a highly skilled Senior Project Financial Control Officer to join our Capital Planning Office. As a key member of our team, you will be responsible for managing and coordinating financial and budgetary controls, reporting, and accounting functions for capital infrastructure projects.

Key Responsibilities:
  • Conduct financial and contract analyses to support program strategy and project cost objectives.
  • Develop reports and presentations using analytical findings to support planning and decision-making.
  • Identify, assess, and recommend solutions for financial issues impacting capital and operating projects and/or contracts.
  • Provide financial analysis and associated financial reporting and metrics to Corridor Directors and project teams.
  • Lead the analysis and delivery of financial reporting for the division's capital commitments and individual capital projects.
  • Deliver financial analysis, expertise, and advice to senior management and project teams regarding project payments and fiscal matters.
  • Lead periodic accounting processes to ensure accuracy and completeness of financial records.
  • Provide regular updates to directors on budgets and project status, identifying areas of potential concern.
  • Implement a robust accounting control system to ensure consistency in payments, cost accounting, and financial reporting.
  • Monitor and control capital and operating expenditures, budgeting, and forecasting.
  • Use financial and administrative controls and procedures to support program objectives.
Requirements:
  • Completion of a diploma or degree in Business Administration, Accounting, or Finance, or a related discipline.
  • Demonstrated years of progressive experience in finance and/or contract management.
  • Experience in a major projects construction, transportation, infrastructure, or transit environment is strongly preferred.
  • CPA or similar Accounting or related designation is an asset.
  • Knowledge and experience in accounting, financial analysis, and reporting principles and practices in large, complex environments.
