Norfolk County is seeking a highly skilled By-Law Enforcement Officer to join our team. As a key member of our Clerks and By-Law department, you will be responsible for enforcing provincial statutes, local by-laws, regulations, and legislation.
Key Responsibilities- Interpretation and Enforcement: Interpret provincial acts and regulations to administer and enforce legislation, ensuring compliance with Norfolk County by-laws.
- Investigations and Inspections: Conduct on-site inspections, gather evidence, and interview individuals as required to investigate by-law violations.
- Record Keeping and Reporting: Maintain accurate and up-to-date records of activities, investigations, and enforcement actions.
- Research and Analysis: Conduct research and analysis to stay current with new or amended legislation, case law, and by-law updates.
- Collaboration and Communication: Liaise with government agencies, enforcement bodies, and other stakeholders to ensure effective enforcement and compliance.
- Documentation and Testimony: Prepare and swear affidavits, subpoenas, and other documentation, and provide testimony in court as required.
- Provincial Offences and Municipal By-Laws: Enforce provincial acts and municipal by-laws, including receiving and documenting complaints, serving orders, and issuing Provincial Offences tickets.
- Case Preparation and Court Attendance: Prepare cases for court, attend Provincial Offences or Superior Court of Ontario, and provide testimony as required.
- By-Law Development and Updates: Assist with updates to and development of by-laws, ensuring they are compliant with provincial statutes and regulations.
- Education and Experience: Successful completion of post-secondary education in Police Foundations, Law and Security, Law, or a Graduate of the Ontario Police College, and a minimum of three years related experience.
- Knowledge and Skills: Good working knowledge of the Ontario Provincial Offences Act, Building Code Act, and Municipal Act, excellent research, investigative, and conflict resolution skills, and superior organizational and time-management skills.
- Computer Skills: Proficiency in corporate standard software (Microsoft Office) and department-specific software, including data entry and search skills, and creating and modifying associated documents.
- Physical Demands: Valid Ontario driver's license and access to a reliable vehicle.
