Job Summary
In the role of Deputy City Manager and Chief Financial Officer, you will report directly to the City Manager and lead a dedicated team while overseeing the strategic direction and daily operations of the Corporate Services division. As an integral member of the Executive Leadership Team, you will manage three departments comprising approximately 200 staff members, providing strategic guidance for municipal programs and services while demonstrating strong financial stewardship.
Key Responsibilities
- Leadership & Oversight: Direct the Corporate Financial Services Division, which includes Financial Services, Land, Real Estate, & Economic Development, and Assessment & Property Revenue Services. Ensure that all operations align with the City's mission, vision, and values.
- Strategic Financial Planning: Formulate sustainable financial strategies, secure long-term funding, and oversee large-scale capital initiatives, focusing on budget management, cost-benefit analysis, and forecasting.
- Business Transformation: Spearhead the Planning, Budgeting & Analysis Project to enhance processes, ensuring efficiency and improved alignment between the City's planning and budgeting activities.
- Stakeholder Relationships: Cultivate and maintain productive long-term relationships with a diverse range of stakeholders, including City Council, to ensure transparency and effective communication.
- Change Management: Drive a transition from transactional services to strategic partnerships, encouraging employees to adopt a proactive and robust approach.
Qualifications and Experience
- Education: A minimum of a Professional Accounting Designation, Finance, Public Management, Urban Planning, or a related field. A master's degree and experience in public sector accounting are advantageous.
- Experience: At least 7 years of senior-level experience in municipal, provincial, or federal government environments or within large, multi-divisional corporate structures.
- Skills & Abilities: Proficiency in change management, complex problem-solving, strategic decision-making, financial management, and business transformation. Excellent communication, negotiation, and presentation skills are essential. Proven capability to lead strategic initiatives and foster a high-performance culture.
