Reporting to the Director of IT, the Senior IT Manager will leverage their comprehensive understanding of information technology to guide daily IT operations and effectively lead a team in addressing the City's immediate and future IT requirements.

Key Responsibilities

  • Ensure continuous operational performance of the City's technology infrastructure.
  • Administer and maintain the City's operational technology systems, including asset lifecycle management.
  • Oversee Microsoft 365, ERP systems, and active directory management.
  • Manage network servers and switches, providing recommendations for enhancements.
  • Safeguard the security and integrity of the City's data and information systems.
  • Handle vendor relationships, contracts, and procurement of IT equipment and services.
  • Prepare and oversee financial budgets (operating and capital) while ensuring cost-effectiveness in IT operations.
  • Supervise access control and video surveillance systems.
  • Monitor server/network health, manage logs, verify backups, and review monitoring tools and applications.
  • Develop, implement, and lead IT capital projects while collaborating on other capital initiatives requiring IT involvement.
  • Create and maintain IT policies that align with the City's infrastructure and adhere to industry best practices.
  • Generate performance reports for management, external audits, and council meetings.
  • Establish and maintain disaster recovery plans and procedures.
  • Implement cybersecurity strategies to ensure the security of all systems and services.
  • Act as a Level 3 escalation point for IT service desk inquiries.
  • Manage IT personnel through oversight, recruitment, and training.
  • Document detailed IT processes and systems.

Skills, Knowledge, and Expertise

  • Extensive knowledge of computer systems, firewalls, active directory, security best practices, network and systems administration, as well as local and cloud storage systems.
  • Proven experience in project management and leading IT infrastructure projects (minimum 2 years).
  • Familiarity with networking fundamentals, server room layout, cabling, and virtualization solutions.
  • Experience with VoIP technologies and mobile device management.
  • Demonstrated ability to manage a small team (minimum 5 years).
  • Strong leadership, communication, analytical, and problem-solving skills.
  • Bachelor's degree in information technology, Computer Science, or a related field, with at least 5 years of experience in a management role.
  • Bilingual proficiency in French and English.
