Metro Vancouver's Water Services Department is in search of a Manager of Maintenance and Asset Reliability to oversee a dedicated team of engineering, technical, and trades personnel. This role is crucial in ensuring the upkeep of critical infrastructure including dams, water treatment facilities, pump stations, reservoirs, rechlorination stations, and an extensive network of transmission pipelines, all aimed at delivering safe and dependable drinking water to a population of 2.8 million.
The ideal candidate possesses extensive experience in the continuous operation of essential systems and excels in dynamic environments. A collaborative approach with technical teams and a focus on process leadership to achieve consistent outcomes is essential.
Key Responsibilities:
- Lead a division comprising engineering, technical, and trades staff tasked with delivering reliable and cost-effective maintenance and asset reliability services for the Water Services Department. Oversee all maintenance operations (mechanical, electrical, instrumentation) and manage maintenance planning and engineering for multiple water treatment facilities and a vast water transmission network.
- Ensure the execution of preventative and corrective maintenance programs; manage the formulation and implementation of maintenance strategies to enhance performance and reliability; oversee maintenance engineering and technical services effectively; track metrics and identify areas for continuous improvement.
- Accountable for the budget preparation and reporting of the Maintenance and Asset Reliability Division, ensuring judicious allocation of resources. Monitor expenditures to guarantee effective use of allocated funds within the approved budget and develop long-term maintenance and capital financial strategies.
- Adopt innovative maintenance and asset reliability practices and technologies that enhance value and effectiveness; ensure completion of work programs and priorities; allocate and manage resources according to established priorities; provide strategic direction for maintenance improvements and expenditure optimization; report to technical and political committees as necessary.
- Manage all maintenance and asset reliability services and programs; adhere to corporate standards; ensure compliance with regulatory and safety requirements; implement monitoring and assessment programs; and oversee performance metrics.
- Identify necessary resources and collaborate with project and division managers to ensure adequate maintenance representation on capital initiatives.
- Supervise, direct, and motivate staff, monitoring performance in alignment with division, department, and corporate objectives; ensure adherence to corporate and board policies.
- Lead, coach, mentor, and develop staff, recognizing the significance of leadership and technical training; foster a flexible workforce that encourages staff to pursue opportunities that enhance their skills and experience while managing succession planning for the division.
- Engage with other departments, external agencies, municipalities, and the public regarding maintenance issues; collaborate with consultants and technical associations to advance the division's objectives.
- Drive the implementation of strategic goals, ensuring that the division's activities align with the organization's values and objectives.
- Provide leadership in addressing critical and complex equipment and infrastructure repairs; coordinate staff and offer guidance on challenging decisions related to shutdowns, repairs, and equipment replacements.
- Offer advice and direction on problem-solving approaches to internal and external stakeholders; represent the organization in communications with the media, elected officials, and the public as required.
- Perform additional related duties as necessary.
Qualifications:
- Bachelor of Applied Science Degree in a relevant engineering discipline with 10 years of progressive experience; or an equivalent combination of training and experience.
- Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC), or membership as a registered Technologist with the Association of Applied Science Technologists and Technicians of BC (ASTTBC).
- In-depth technical knowledge in the maintenance of utility systems; comprehensive understanding of maintenance considerations impacting the design, construction, and operations of water facilities, safety protocols, regulatory requirements, and relevant municipal bylaws.
- Strong budgeting and financial management capabilities; proven track record in managing budgets, achieving financial objectives, and ensuring efficient use of allocated funds. Proficient in contract administration and project management, including the resolution of complex issues.
- Exceptional written and verbal communication skills, including proficiency in report writing and presentations. Ability to effectively convey complex information to diverse audiences while maintaining the organization's reputation in external communications.
- Ability to cultivate and maintain respectful working relationships; adept at navigating various situations with openness and tact; responds effectively to emotional triggers in self and others.
- Demonstrated ability to exercise judgment in resolving complex challenges; adaptable and capable of developing and revising strategies to address issues and changing circumstances. Persistent in overcoming obstacles and considering the long-term implications of decisions. Knowledge of Lean Six Sigma principles is an asset for this role.
- Contributes constructively to team dynamics; effectively manages disagreements to prevent escalation; seeks to involve team members in decisions that affect them. Capable of making complex and sometimes controversial decisions and effectively managing work under unforeseen conditions. Strong organizational and time management skills.
- Ability to lead, supervise, coach, and guide others while enhancing individual and team effectiveness. Proficient in mentoring and fostering the development of direct reports and providing leadership in various collaborative relationships. Sound understanding of labor and employee relations principles and practices, including applicable collective agreements.
- Proficient in Microsoft Office applications including Word, Excel, and Outlook for communication, documentation, reporting, analysis, and cost control.
- Valid BC Class 5 Driver's License.
