We are seeking a Contract Management Specialist for a 12-month contract position, with potential for extensions. The role requires the candidate to be legally entitled to work in Canada.

This position follows a hybrid schedule, requiring at least 4 days in the office, with a commitment of 8 hours a day, totaling 40 hours a week. This is not a remote opportunity.

Role Overview

The Contract Management Specialist will oversee the life cycle management of project contracts, from initiation and revision to closure. The ideal candidate will implement contracting and commercial strategies that align with key business objectives, supporting the project management teams in enhancing project and enterprise goals.

Key Responsibilities
  1. Formulate project-specific contracting strategies and execution plans to facilitate gate reviews and project implementation.
  2. Conduct pre-award activities for primary project services including engineering, fabrication, and construction work packages.
  3. Create expressions of interest (EOI) and requests for information (RFI), along with evaluation criteria for bidders' prequalification.
  4. Oversee the evaluation of EOIs, bidder prequalification, and the shortlisting process.
  5. Collaborate with the project management team to develop bid evaluation criteria and plans (BECP).
  6. Establish the appropriate commercial compensation framework for the scope of work (SOW) and ensure compliance with the request for proposals (RFP).
  7. Distribute the RFP and manage the bidding process as the primary point of contact for bidders.
  8. Facilitate the evaluation process in accordance with the BECP.
  9. Prepare negotiation strategies and conduct negotiations effectively.
  10. Draft award recommendations and secure necessary financial and commitment authority approvals.
  11. Issue contract awards, onboard contractors, and coordinate kickoff meetings.
  12. Ensure contracts are finalized and routed for execution by authorized personnel.
  13. Compile contracts briefs and manage post-award contract administration, supporting contractor relationship management.
  14. Gather data for periodic assessments of contractor performance against established key performance indicators (KPIs).
  15. Assist in managing contractor non-conformance reports (NCRs) in line with the NCR process.
  16. Monitor and report on approved contract values, ensuring governance and compliance.
  17. Maintain contracts change logs and manage issues and disputes effectively.
  18. Process change orders and amendments for approval following established guidelines.
  19. Collaborate with contractors to resolve daily operational issues.
  20. Oversee contract close-out procedures and contractor off-boarding, ensuring performance feedback is provided as per supplier lifecycle management requirements.
  21. Ensure all contracting documentation is properly stored in the designated contract management systems.
  22. Perform additional duties as assigned.
Qualifications
  1. A bachelor's degree in supply chain management, technical, or business discipline is preferred.
  2. A minimum of 5 years of relevant experience in a similar role.
  3. At least 2 years of experience working on projects.
  4. Prior experience in the oil and gas sector is advantageous.
