Position Overview

The Travel Industry Council of Ontario (TICO) is a government-mandated organization responsible for administering the Ontario Travel Industry Act, 2002 and Ontario Regulation 26/05, overseeing approximately 1,950 registered travel retailers and wholesalers in Ontario. TICO also manages a Travel Compensation Fund financed by the industry. Role Purpose

The Learning and Development Specialist plays a crucial role in strategically guiding and operationally managing TICO's educational initiatives. This position involves the strategic development, design, and content creation of educational resources, utilizing technology to fulfill entry-level requirements and ongoing education for all registrants. The Specialist will evaluate necessary resources and investments to ensure TICO delivers a high-quality, sustainable educational program aligned with its mission.

Responsibilities
  • Assist the Leadership Team in the design and implementation of educational programs for registrants.
  • Lead the development of e-Learning initiatives, ensuring accessibility for all learners.
  • Facilitate the creation of supplementary study tools and resources to engage participants.
  • Oversee the management and execution of continuous education programs for registrants.
  • Manage relationships with third-party providers related to educational program delivery.
  • Build and maintain partnerships with Ontario educational institutions offering travel-related programs, ensuring compliance with consumer protection legislation.
  • Conduct presentations for continuing education and internal audiences.
  • Maintain and update existing educational materials, including study guides and manuals.
  • Administer exam banks, ensuring exams are secure, current, and fairly administered.
  • Monitor the budget and financial performance of education-related activities.
  • Oversee the implementation of education-related policies and procedures.
  • Evaluate exam bank performance and make necessary adjustments based on feedback.
  • Undertake additional duties and special projects as required.
Qualifications
  • University degree or college accreditation in education or a related field.
  • Experience in a regulatory environment is an asset.
  • CTDP (Certified Training and Development Professional) designation is preferred.
  • Proficiency in both spoken and written French.
  • Experience in designing and developing eLearning content.
  • Strong written communication skills tailored to diverse student demographics.
  • Experience with learning management systems or similar platforms focused on education design and delivery.
  • Strong analytical abilities to identify and address emerging trends and issues.
  • Professional demeanor and excellent communication skills.
  • Strong organizational and interpersonal skills.
  • Ability to work independently and collaboratively within a team.
  • Proficient in Microsoft Office applications, including Word, Excel, and Outlook.
  • Familiarity with the Travel Industry Act, 2002 and Ontario Regulation 26/05 is advantageous.
Working Conditions

This position offers a hybrid work-from-home arrangement, combining a typical office environment with the flexibility of remote work. Candidates should be prepared for extended periods of sitting or standing and occasional travel may be required.

Reporting Structure

The Learning and Development Specialist will report directly to the Chief Operating Officer and will not have any direct reports.
