The Independent Electricity System Operator (IESO) is seeking a highly skilled Senior Manager, Program Management to lead a team of project management professionals in delivering strategic initiatives and programs. As a key member of the organization, you will be responsible for managing complex projects, leading cross-functional teams, and developing and implementing engagement strategies to maintain and enhance the IESO's reputation and relationships with sector stakeholders and customers.
Key Responsibilities- Program Management
- Develop and implement program objectives, scope, critical success factors, benefits, and constraints to align expectations, sponsors, and key stakeholders.
- Provide leadership in the development and implementation of engagement strategies, systems, policies, and plans to maintain and enhance the IESO's reputation and relationships with sector stakeholders and customers.
- Manage relationships with key sector stakeholder associations to facilitate successful stakeholder engagements.
- Develop, present, justify, and gain approval for program and individual project charters from the sponsor and stakeholders, including senior executives and the Board of the IESO and its committees.
- Portfolio Management
- Support the development of the annual and 3-year project portfolio.
- Support the development and maintenance of program management strategies in support of the project or program.
- Supervision
- Provide all supervision of staff that report directly to the Senior Manager, Program Management.
- Plan, organize, direct, and prioritize the work of team members based on organizational priorities, other work assignments, subject knowledge, and experience.
- Vendor Management
- Conduct procurements in accordance with IESO standards and provincial requirements, including the development and management of RFPs and vendor negotiations on matters of price and all contractual terms.
- Negotiate cost-effective multi-million-dollar contracts that meet the needs and time constraints of the IESO, including any necessary change orders to the scope of the contracted service.
- Manage external vendors on an ongoing basis to ensure they meet their contractual commitments for both product quality and delivery timelines, including any necessary remedial activities to be taken by the vendor.
- Program Management Centre of Excellence
- Support the IESO in developing its program management methodologies and practices.
- Continuous Improvement
- Identify opportunities for process optimization, efficiency gains, and innovation within the program management function.
- Implement best practices, methodologies, and tools to drive continuous improvement.
- Requires knowledge encompassing the technical fields relevant to the areas of computer science, engineering design, technical service delivery, program management, risk management, and customer service.
- Requires strong knowledge of project and program management theory, principles, and practices, including the Project Management Institute practices.
- Requires knowledge of various business methods, procedures, and organization structures, such as IT, Procure to Pay, and Finance, in order to be aware of limitations that can be imposed and to recognize factors influencing the effective implementation of methodologies, risk, and project management-related activities.
- Requires knowledge of and experience in business management practices as they relate to the operation of the business of the organization, in order to work effectively with business leaders, executives, and Board members.
- Requires knowledge and experience in stakeholder and community engagement, account management, and customer care.
- Requires excellent written and oral communication skills, especially as they pertain to senior executives and Board members and external parties.
- This knowledge is considered to be normally acquired, either through the successful completion of 4 years of university education in an appropriate discipline or by having the equivalent education.
- Requires PMP certification from the Project Management Institute or an equivalent certification, or significant experience managing complex projects or programs.
- Requires a very strong background and demonstrated experience in the application of project and portfolio management principles, risk management, and industry best practices.
- Requires demonstrated experience delivering large, complex enterprise-wide projects in a complex service delivery environment.
- Requires significant management experience leading diverse teams that may include management staff, with independent direction and decision-making apparent.
- Requires proficiency in computer application skills, such as MS Project, Excel, Access, and Word.
- Requires a background of program support/administration encompassing all facets of planning, reporting, scheduling, budgeting, and general administration.
- Requires the appropriate background of people skills (interpersonal, communications, organizational) to meet the demands of the position.
- Requires experience to develop and deliver related training material to IESO staff, suppliers, and consultants.
- Requires experience and familiarity with IESO's policies, values, methods, procedures, standards, and reporting systems.
- A period of over 12 years, and up to and including 15 years, is considered necessary to gain this experience.
