The Project Supervisor will lead, direct, and oversee all project-related activities to ensure adherence to contract specifications, acting as the primary Chenega representative for the project. This role involves monitoring methods and procedures to ensure compliance with contractual obligations and government regulations. The supervisor will interpret directives, technical orders, and policies for assigned personnel, establishing procedures to enhance operational efficiency. Responsibilities include implementing strategies to maintain project timelines and budgets, coordinating work priorities, and ensuring the satisfaction of the Contracting Officer's Technical Representative (COTR) regarding contract compliance. Regular progress meetings will be conducted to track and manage key performance indicators (KPIs) related to Safety, Quality, Performance, and Budget, ensuring the project remains on schedule and within financial parameters.
Key ResponsibilitiesOversee a diverse Project Management Team in planning, scheduling, and coordinating projects for the construction, repair, alteration, and renovation of building structures and systems. Maintain full accountability for all assigned personnel, managing their development and performance evaluations in line with company policies and legal requirements. Establish internal protocols with site team members to guarantee contract adherence. Ensure compliance with Chenega's policies and procedures. Coordinate contract compliance among all General Contractors (GCs) and subcontractors. Assist the Program Manager in identifying personnel and subcontractor needs for construction contracts. Uphold Quality Assurance in all tasks and deliverables. Foster a culture of Safety and Security Awareness among all site personnel. Ensure that site offices, storage areas, and temporary works are organized and professionally maintained. Ensure all operations align with safety, fire prevention, emergency evacuation, and incident management plans. Evaluate team members and manage all personnel actions. Prepare and distribute daily, weekly, and monthly reports as per contract requirements and client requests. Monitor ongoing expenses to ensure operations remain within budget. Provide risk management strategies for long-term planning. Conduct regular progress meetings to ensure KPIs align with contract standards and address any deficiencies promptly. Develop Logistics Management Plans and Site Utilization Plans. Collaborate with the scheduler to prepare and approve the Baseline Detailed CPM schedule as required by the contract. Perform additional duties as assigned. Qualifications
High school diploma or GED required; Bachelor's Degree preferred (Construction Management or Building Science). Minimum of 10 years of relevant experience required. Background check required. International experience with USACE-type construction contracts and/or US State Department (OBO) projects preferred. A comprehensive list of qualifications including education, experience, certifications, and clearances is required.
Knowledge, Skills, and Abilities:
Ability to obtain and maintain a Secret security clearance. Strong technical and communication skills, coupled with excellent organizational abilities. Exceptional problem-solving skills and adaptability to changing requirements. Ability to work collaboratively in a team environment. Proficient in construction documentation and knowledgeable in all construction phases, work divisions, methods, materials, scheduling, and cost control. Strong understanding of USACE EM385 construction safety processes and the ability to enforce safety plans. Experience in report writing and proficiency in Microsoft Excel and Word is required.
