Job Title: Director of Strategic Operations

We are seeking a highly skilled Director of Strategic Operations to lead and support critical initiatives within our organization. This role focuses on advancing progress related to the improvement of Emergency Health Services delivered in the province.

Key Responsibilities
  1. Project Management:
  • Implement best practices in project management, including tools and processes to ensure timely and budget-compliant completion of projects.
  • Develop and oversee project plans and timelines associated with key deliverables (i.e. legislation and regulatory reviews, Cabinet Report(s) and other key decision documents).
  • Monitor project timelines, deliverables, and ensure alignment with strategic goals.
  • Prepare presentations and reporting tools to communicate project progress.
Strategic Planning & Coordination:
  • Develop materials and coordinate activities related to Cabinet Report(s) and key decision documents.
  • Lead and support jurisdictional scans and financial assessments in partnership with Alberta Health Finance.
  • Maintain and strengthen relationships with internal and external partners, including General Council, Finance, and Legislative Planning as well as Alberta Health Services and Emergency Medical Service (EMS) providers in the province.
  • Support the implementation of EMS initiatives and deliverables pertaining to Health System Refocus.
Subject Matter Expertise:
  • Expertise in EMS system design, system performance (including data analysis and reporting).
  • Provide best practice expertise in EMS dispatch, deployment and system status management.
  • Support the implementation of EMS alternative care and transportation initiatives.
Consulting & Advisory:
  • Offer consulting and technical advice to the Minister, MLA's, EHS providers, municipalities, and other stakeholders.
  • Ensure action items from strategic priorities are monitored, planned, and advanced through the government's decision-making process.
Problem Solving & Issues Management:
  • Identify and address issues and barriers related to the implementation of strategic initiatives.
  • Frame complex and diverse issues, considering political, public, and program impacts.
Stakeholder Engagement:
  • Plan, develop, and deliver special projects. Collaborate with various divisions within the Ministry and the Acute Care Organization to support strategic policy initiatives.
Qualifications

Education and Experience:

  1. University graduation in a field related to the position assignment (Public Administration, Healthcare Administration or Business Administration), supplemented by six (6) years progressively responsible leadership experience. Related experience or education may be considered as an equivalency on a one for one basis.

Required Experience:

  1. Knowledge of government organization, legislative frameworks, and the implementation of laws within the Alberta health care system.
  2. Comprehensive understanding of health care providers and their responsibilities.
  3. Comprehensive understanding health care regulatory colleges and their associated regulations.
  4. Experience in policy development and working within multi-stakeholder settings.
  5. Extensive familiarity with health system priorities, including acute care and Emergency Health Services.
  6. Detailed understanding of the Emergency Health Services Act and related regulations, as well as other relevant and related legislation.

Asset: Clinical health care experience as a paramedic is considered an asset.

Skills: Strong leadership, analytical, and communication skills. Proficiency in project management tools and methodologies.

Knowledge: Comprehensive understanding of EMS system design, performance metrics, dispatch practices, and alternative care initiatives.
