Job Title: Manager of Development Engineering

CanMar Recruitment is seeking a highly skilled and experienced Manager of Development Engineering to join our client, the City of Maple Ridge, BC.

Job Summary:

The Manager of Development Engineering will lead the Development Engineering portfolio, overseeing the review of plans for subdivisions and other developments, and providing policy advice to the leadership team and Council.

Key Responsibilities:
  1. Lead the Development Engineering Section, managing staff and ensuring effective departmental management.
  2. Develop and implement policies and procedures for Development Engineering, and recommend improvements to the Municipality's standards, by-laws, policies, and procedures.
  3. Establish and maintain effective communication and coordination with other departments in the Municipality.
  4. Review and direct the reviews by staff of plans and designs submitted with applications for subdivisions, rezoning, development permits, and building permits.
  5. Ensure compliance with Municipal servicing plans, standards, and specifications, and determine the adequacy of services and suitability of proposals within existing zoning regulations.
  6. Oversee inspection work completed by developers, and ensure that approved designs and standards have been followed.
  7. Make decisions and interpret related legislation, policies, guidelines, and procedures with respect to work carried out by the division.
  8. Participate in complex negotiations and problem-solving, and provide information and advice to industry, business owners, property owners, and other parties.
  9. Communicate directly with Council, both orally and through reports, on related development issues.
  10. Plan and coordinate the Department's annual work program and budget, and assist in the development of long-term corporate plans.
  11. Recruit key employees to the department, and represent the City in the processing of employee grievances.

The ideal candidate will have a strong background in development engineering, excellent leadership and communication skills, and the ability to work effectively with various stakeholders.
