RESPONSIBILITIES:
The Strategic Advisor will report directly to the Commissioner of Public Works & Engineering, playing a crucial role in aligning the strategic goals and values of the City with operational initiatives. This position requires maintaining confidentiality while managing sensitive communications and documentation. The Advisor will lead projects from conception through to execution, ensuring the development and management of significant business initiatives. This involves translating corporate strategies into actionable project plans, conducting thorough research, forming and guiding project teams, collaborating with stakeholders, and preparing comprehensive reports and recommendations for the Commissioner.

KEY ACCOUNTABILITIES

The successful candidate will be responsible for:

• Identifying and addressing emerging challenges to facilitate informed decision-making.

• Executing strategies to ensure project alignment with corporate objectives.

• Conducting proactive research to garner stakeholder support for project initiatives.

• Analyzing project development and implementation issues, presenting findings to senior leadership.

• Building and nurturing relationships to ensure successful project outcomes.

• Providing strategic insights and guidance to the leadership team.

• Addressing critical matters for the Commissioner and proposing solutions while exercising discretion in sensitive situations.

• Advocating for the Public Works & Engineering Office.

CORE FUNCTIONS

1. OPERATIONAL SUPPORT

Deliver project management expertise to enhance corporate strategies. Design and implement project delivery frameworks, including risk management protocols. Oversee all phases of project performance from initiation to post-implementation review, ensuring adherence to corporate standards. Collaborate with corporate project leads to enhance overall effectiveness. Research and apply best practices to ensure project milestones are met. Implement project management principles to achieve project objectives. Foster strategic relationships and stay informed on issues impacting corporate initiatives.

2. CLIENT SERVICE

Serve as a subject matter expert to uphold corporate service standards. Promote collaboration with external partners and stakeholder groups. Provide strategic advice to project teams regarding corporate goals. Ensure customer satisfaction through effective partnerships with stakeholders. Manage the Department's online presence and communication channels.

3. COMMUNICATION AND REPORTING

Develop and present complex reports and proposals to facilitate decision-making. Continuously assess project direction and provide expert reporting to stakeholders. Communicate project strategies effectively through organized presentations. Prepare sensitive reports and updates for senior management.

4. BUDGET MANAGEMENT

Ensure effective resource management in line with corporate policies. Recommend budgetary requirements based on operational needs. Monitor project expenditures to align with corporate guidelines. Review programs with a focus on cost recovery.

5. TEAM LEADERSHIP

Guide staff in prioritizing daily tasks for operational efficiency. Mentor and coach team members to enhance performance. Participate in recruitment processes as needed.

6. COLLABORATION

Work effectively within diverse teams to achieve shared objectives. Contribute to cross-functional team effectiveness. Support other divisions within Public Works & Engineering as required. Uphold corporate values consistently.

QUALIFICATIONS:

EDUCATION:

Post-secondary degree or diploma in Business Administration, Public Administration, or a related field.

EXPERIENCE:

Minimum of 3 years in an advisory or project-based role. Proven experience in project management.

ADDITIONAL SKILLS:

Knowledge of governmental structures and relevant legislation. PMP certification is advantageous. Strong presentation and communication skills. Excellent customer service and relationship management abilities. Strong organizational and analytical skills. Proficiency in Microsoft Office software.
